Few Americans and even fewer citizens of other nations understand the electoral process in the United States. Still fewer understand the role played by political parties in the electoral process or the ironies within the system. Participation in elections in the United States is much lower than in the vast majority of mature democracies. Perhaps this is because of the lack of competition in a country where only two parties have a true chance of winning, despite the fact that a large number of citizens claim allegiance to neither and think badly of both. Or perhaps it is because in the U.S. campaign contributions disproportionately favor incumbents in most legislative elections, or that largely unregulated groups such as the now notorious 527s have as much impact on the outcome of a campaign as do the parties or the candidates' campaign organizations. These factors offer a very clear picture of the problems that underlay our much trumpeted electoral system. This volume explores the development of political parties in nineteenth-century United States of America through an extensive analysis of the official statements by a party in an election, the party platforms, and their connection with political elites and voters. Platforms indicate how party leaders reconciled local, state, and national conflicts and articulated their electoral appeals to various constituencies by showing discussions of their respective policies. Thus, party platforms are a valuable vehicle to assess electoral strategy and party development. By focusing on the platforms of the major political parties—Democrats, Whigs, and Republicans—at the state and national levels in presidential elections from 1840 to 1896, the author identifies three salient patterns. First, platforms reference economic policy more frequently and to a greater degree than other policy areas. Second, national policies are discussed more than state policies. And third, over time, the content of the platforms becomes more similar, reflecting the nationalization of the party system. This examination of nineteenth-century American party platforms traces political party development as a dynamic process involving partisanship, the presentation of internally coherent and consistent messages to voters, and polarization, the existence of conflicting policy positions across parties.

In 2002 Congress enacted the Bipartisan Campaign Reform Act (BCRA), the first major revision of federal campaign finance law in a generation. In March 2001, after a fiercely contested and highly divisive seven-year partisan legislative battle, the Senate passed S. 27, known as the McCain-Feingold legislation. The House responded by passing H.R. 2356, companion legislation known as Shays-Meehan, in February 2002. The Senate then approved the House-passed version, and President George W. Bush signed BCRA into law on March 27, 2002, stating that the bill had "flaws" but overall "improves the current system of financing for federal campaigns." The Reform Act was taken to court within hours of the President's signature. Dozens of interest groups and lawmakers who had opposed passage of the Act in Congress lodged complaints that challenged the constitutionality of virtually every aspect of the new law. Following review by a special three-judge panel, the case is expected to reach the U.S. Supreme Court in 2003. This litigation constitutes the most important campaign finance case since the Supreme Court issued its decision in Buckley v. Valeo more than twenty-five years ago. The testimony, submitted by some of the country's most knowledgeable political scientists and most experienced politicians, constitutes an invaluable body of knowledge about the complexities of campaign finance and the role of money in our political system. Unfortunately, only the lawyers, political scientists, and practitioners actually involved in the litigation have seen most of this writing—until now.
