Assessing the influence of scientific advice in societies that increasingly question scientific authority and expertise. Today, scientific advice is asked for (and given) on questions ranging from stem-cell research to genetically modified food. And yet it often seems that the more urgently scientific advice is solicited, the more vigorously scientific authority is questioned by policy makers, stakeholders, and citizens. This book examines a paradox: how scientific advice can be influential in society even when the status of science and scientists seems to be at a low ebb. The authors do this by means of an ethnographic study of the creation of scientific authority at one of the key sites for the interaction of science, policy, and society: the scientific advisory committee. The Paradox of Scientific Authority offers a detailed analysis of the inner workings of the influential Health Council of the Netherlands (the equivalent of the National Academy of Science in the United States), examining its societal role as well as its internal functioning, and using the findings to build a theory of scientific advising. The question of scientific authority has political as well as scholarly relevance. Democratic political institutions, largely developed in the nineteenth century, lack the institutional means to address the twenty-first century's pervasively scientific and technological culture; and science and technology studies (STS) grapples with the central question of how to understand the authority of science while recognizing its socially constructed nature.

Through rigorous philosophical analysis and fascinating examples, Politics and Expertise moves the conversation beyond the dichotomy between technocracy and populism and develops a better answer for how to govern and use science democratically.

An enduring question in the philosophy of science is the question of whether a scientific theory deserves more credit for its successful predictions than it does for accommodating data that was already known when the theory was developed. Arguing that race is more than just a social construct can get a scholar run out of town, or at least off campus, on a rail. Human evolution, the consensus view insists, ended in prehistory. Inconveniently, as Nicholas Wade argues in A Troublesome Inheritance, the consensus view cannot be right. And in fact, we know that populations have changed in the past few thousand years—to be lactose tolerant, for example, and to survive at high altitudes. Race is not a bright-line distinction; by definition it means that the more human populations are kept apart, the more they evolve their own distinct traits under the selective pressure known as Darwinian evolution. For many thousands of years, most human populations stayed where they were and grew distinct, not just in outward appearance but in deeper senses as well. Wade, the longtime journalist covering genetic advances for The New York Times, draws widely on the work of scientists who have made crucial breakthroughs in establishing the reality of recent human evolution. The most provocative claims in this book involve the genetic basis of human social habits. What we might call middle-class social traits—thrift, docility, nonviolence—have been slowly but surely inculcated genetically within agrarian societies, Wade argues. These “values” obviously had a strong cultural component, but Wade points to evidence that agrarian societies evolved away from hunter-gatherer societies in some crucial respects. Also controversial are his findings regarding the genetic basis of traits we associate with intelligence, such as literacy and numeracy, in certain ethnic populations, including the Chinese and Ashkenazi Jews. Wade believes deeply in the fundamental equality of all human peoples. He also believes that science is best served by pursuing the truth without fear, and if his mission to arrive at a coherent summa of what the new genetic science does and does not tell us about race and human history leads straight into a minefield, then so be it. This will not be the last word on the subject, but it will begin a powerful and overdue conversation.

He reveals how science served simultaneously as an instrument of empire and as a symbol of liberty, progress, and universal reason--and how, in playing these dramatically different roles, it was crucial to the emergence of the modern nation. He begins by taking us into colonial museums and exhibitions, where Indian arts, crafts, plants, animals, and even people were categorized, labeled, and displayed in the name of science. He shows how science gave the British the means to build railways, canals, and bridges, to transform agriculture and the treatment of disease, to reconstruct India's economy, and to transfigure India's intellectual life--all to create a stable, rationalized, and profitable colony under British domination. But Prakash points out that science also represented freedom of thought and that for the British to use it to practice despotism was a deeply contradictory enterprise. Seizing on this contradiction, many of the colonized elite began to seek parallels and precedents for scientific thought in India's own intellectual history, creating a hybrid form of knowledge that combined western ideas with local cultural and religious understanding. Their work disrupted accepted notions of colonizer versus colonized, civilized versus savage, modern versus traditional, and created a form of modernity that was at once western and indigenous. Throughout, Prakash draws on major and minor figures on both sides of the colonial divide, including Mahatma Gandhi, Jawaharlal Nehru, the nationalist historian and novelist Romesh Chunder Dutt, Prafulla Chandra Ray (author of A History of Hindu Chemistry), Rudyard Kipling, Lord Dalhousie, and John Stuart Mill.
