The pace of biodiversity decline is quickening worldwide. Habitat break-up, pollution, over-use of natural areas and the creation of artificial landscapes increase the rate of erosion, while reducing species' opportunity for migration, dispersion and exchange. In 1995, when the European Ministers of the Environment met in Sofia, they launched the Pan-European Biological and Landscape Diversity Strategy, so as to strengthen environment and biodiversity conservation policies. The setting up of the Pan-European Ecological Network covering Eurasia was one of the key steps taken under the Strategy. Work has continued on this project, and it is now based on the numerous national, regional and transregional ecological networks being set up throughout Europe.In Kiev, in 2003, the Ministers and heads of delegation noted these positive developments, expressed firm support for the creation of the Pan-European Ecological Network and asked for its constituent parts to be identified and mapped on a pan-European scale.This book looks at the implementation of this Network in the 55 states concerned. It has been written by a team comprising, under the aegis of the Council of Europe, numerous government experts and specialists dealing with the issue of ecological networks. It is intended to reassure Ministers, policy-makers and scientists that they made the right decision in supporting the creation of the Pan-European Ecological Network with a view to (re-)creating a true green infrastructure for Europe.

Invertebrate animals make up the greater part of the world's biological diversity and are present in all habitats, where they perform essential ecological functions. Their survival is fundamental to the maintenance of life as we know it. Large numbers of invertebrate species are under severe threat of extinction in Europe, or are already extinct due to the extreme transformations that European habitats have suffered due to human activities. The European Strategy for the conservation of invertebrates, adopted by the Council of Europe (Bern Convention) in 2006, addresses the loss of invertebrate biodiversity and promotes their conservation and the services they provide in terrestrial and non-marine aquatic environments. The Strategy offers appropriate guidance to European governments, other decision-makers, land managers, scientists and teachers that have potential influence on invertebrate conservation.
This book provides a wealth of information for all those involved in using ecological networks for biodiversity protection and environmental management, as well as their significance for planning. It describes the concept of ecological networks, and presents methods and real-world examples of the use of a territorial system of ecological stability (TSES) in Slovakia at national, regional and local levels, including the assessment of the significance of biocentres, biocorridors and interactive elements. Using both a functional model for preserving the living conditions of habitats or preventing their collapse, and the connectivity of biotopes in a landscape as an original type of ecological network based on landscape-ecological principles, TSES represents a modern concept of nature and biodiversity protection based on the principles of protection of the conditions and forms of biota.
The Pan-European Biological and Landscape Diversity Strategy, which was endorsed by ministers from 54 countries in the UN-ECE region on 25 October 1995, provides for the establishment by 2005 of the Pan-European Ecological Network. These Guidelines provide a reference document for all those involved in establishing and managing the network. The document aims to provide a coherent framework for guiding an array of co-operative, decentralised measures which aim to ensure the conservation and sustainable use of the ecosystems, habitats, species and landscapes of European importance.

This report considers the signifiance of corridors for high priority bird species within the development of Pan-European Ecological Network. This involves a brief review of existing research and policy, the testing of recent corridor ideas and typologies, the application of these ideas to fifteen birds "species of European Conservation Concern" and discussion of the next steps for research and policy development.
Preface – Introduction 1 Heiderose Kilper “New Disparities in Spatial Development in Europe” – several topics are included in both the title and theme of the German Annual of Spatial Research and Policy for the Year 2009. We are frst of all concerned with the concept of spatial disparities, which has its roots in national spatial planning and spatial development policy. Regional development as interregional equalisation policy, for example, is well-anchored in the German constitution through fundamental legal standards and the division of powers among the respective federal states. The “establishment of uniform living conditions within the federal territory” and “securing the uniformity of living conditions beyond the borders of any single federal state” (Section 72 Paragraph 2 of German Basic Law [GG]) are expressly specifed as aims of government action in the constitution of the Federal Republic of Germany. With the major reform of Germany’s fnancial system in 1969 and incorporation of the joint task “Improvement 1 of the Regional Economic Structure” in Section 91a of German Basic Law [GG] interventions on the part of the federal government and the wealthy federal states for the beneft of states and regions with less economic success were legitimised in constitutional terms as well. All of this would be inconceivable without the concept of spatial disparities.
