The Paracel Islands and South China Sea disputes require better understanding by U.S. policymakers in order to address the regions challenges. To attain that needed understanding, legal aspects of customary and modern laws are explored in this monograph to analyze the differences between competing maritime and territorial claims, and why and how China and Vietnam stake rival claims or maritime legal rights. Throughout, U.S. policies are examined through U.S. conflicted interests in the region. Recommendations for how the United States should engage these issues, a more appropriate task than trying to solve the disputes outright, are then offered.
In the twenty-first century, the Indo-Pacific, which spans from the western Pacific Ocean to the western Indian Ocean along the eastern coast of Africa, has emerged as a crucial geostrategic region for trade, investment, energy supplies, cooperation, and competition. It presents complex maritime security challenges and interlocking economic interests that require the development of an overarching multilateral security framework. This volume develops common approaches by focusing on geopolitical challenges, transnational security concerns, and multilateral institution-building and cooperation. The chapters, written by a cross-section of practitioners, diplomats, policymakers, and scholars from the three major powers discussed (United States, China, India) explain the opportunities and risks in the Indo-Pacific region and identify specific naval measures needed to enhance maritime security in the region. Maritime Security in the Indo-Pacific opens by introducing the Indo-Pacific and outlining the roles of China, India, and the United States in various maritime issues in the region. It then focuses on the security challenges presented by maritime disputes, naval engagement, legal issues, sea lanes of communication, energy transport, humanitarian assistance and disaster relief, as well as by nontraditional threats, such as piracy, terrorism, and weapons proliferation. It compares and contrasts the roles and perspectives of the key maritime powers, analyzing the need for multilateral cooperation to overcome the traditional and nontraditional challenges and security dilemma. This shows that, in spite of their different interests, capabilities, and priorities, Washington, Beijing and New Delhi can and do engage in cooperation to deal with transnational security challenges. Lastly, the book describes how to promote maritime cooperation by establishing or strengthening multilateral mechanisms and measures that would reduce the prospects for conflict in the Indo-Pacific region.

In this collection, 17 leading scholars based in Solomon Islands, Fiji, Papua New Guinea, Timor-Leste, Australia, New Zealand, the United States and China analyse key dimensions of the changing relationship between China and the Pacific Islands and explore the strategic, economic and diplomatic implications for regional actors. "French and Australian collaborative research in the humanities and the social sciences in the South Pacific has grown and intensified significantly over the past two decades, beginning with the international symposium Changing Identities in the Pacific at the Dawn of the Twenty-First Century held at the Australian Embassy in Paris in 1997 ... In April 2006, another French-government sponsored international symposium, AGORA (Ateliers Gouvernance et Recherche Appliquée) was held at IRD (Institut de Recherche pour le Développement), Noumea, New Caledonia, major themes being governance and economic development, again bringing together Francophone and Anglophone scholars from France and the Pacific region. This was followed in October 2009 by two conjoint Francophone/Anglophone conferences, held at the IRD Centre in Noumea, Stability, Security and Development in Oceania, preceded by AGORA-2, an international conference on Anglophone research in the humanities and the social sciences in the Francophone Pacific, sponsored by the French Government and the Government of New Caledonia. Since its origins in late eighteenth-century European thought, the idea of placing a regional frame around the Pacific islands has never been just an exercise in geographical mapping. This framing has always been a political exercise. Contending regional projects and visions have been part of a political struggle concerning how Pacific islanders should live their lives. Framing the Islands tells the story of this political struggle and its impact on the regional governance of key issues for the Pacific such as regional development, resource management, security, cultural identity, political agency, climate change and nuclear involvement. It tells this story in the context of a changing world order since the colonial period and of changing politics within the post-colonial states of the Pacific. Framing the Islands argues that Pacific regionalism has been politically significant for Pacific island states and societies. It demonstrates the power associated with the regional arena as a valued site for the negotiation of global ideas and processes around development, security and climate change. It also demonstrates the political significance associated with the role of Pacific regionalism as a diplomatic bloc in global affairs, and as a producer of powerful policy norms attached to funded programs. This study also challenges the expectation that Pacific regionalism largely serves hegemonic powers and that small islands states have little diplomatic agency in these contests. Pacific islanders have successfully promoted their own powerful normative framings of Oceania in the face of the attempted hegemonic impositions from outside the region; seen, for example, in the strong commitment to the ‘Blue Pacific continent’ framing as a guiding ideology for the policy work of the Pacific Islands Forum in the face of pressures to become part of Washington’s Indo-Pacific strategy.
