At the end of the 20th Century, the focus of global attention and concern is on the future relationship between the world's most influential nation and its most populous one. The series of high-level meetings and the exchange of unusually long summit visits that occupied the center of the world stage in the late 1990s reveal that both sides recognize the other's global importance. This book addresses the historical and contemporary involvement of Chinese Americans from diverse walks of life in U.S.-China relations. The relationship between the United States and China is one of the most important issues in the twenty-first century, and is, ultimately, hostage to conditions across the Taiwan Strait. This book is the first to attempt to trace the historical origin of what is known as the ‘Taiwan issue’ in US-China relations from a constructivist perspective, based on detailed archival research. The analysis used supplements the mainstream rationalist approach by developing a new theoretical perspective on US Taiwan policy that incorporates constructivism’s emphasis on identity, norms and discourse analysis. Scholars have never previously developed or elaborated upon this approach to any significant extent. The book re-examines the protection of Taiwan by military means following the outbreak of the Korean War, and the establishment of the ‘one China’ policy in relation to the process of rapprochement during President Nixon’s first term in office. It also considers the contemporary challenges posed to the ‘one China’ policy by the increased importance of promoting human rights and democracy in US foreign policy, arguing that the current US China policy is guided by a new strategy based on ‘engagement plus hedging’.
This book examines the changing role of nationalism in China in the light of the immense political and economic changes there during the 1990s. It analyses recent debates between the nationalists (New Left) and liberals in China and examines the roles played by state-sponsored and populist nationalism in China's foreign relations with the West in general and the USA in particular. The issues of Taiwanese nationalism and Tibet and Xinjiang separatism are discussed, with a focus on the questions of the impact of globalisation on national integration or fragmentation and the relationship between democracy and national integration - should democracy precede national integration or could democracy be realised only after national integration, or are democracy and national integration mutually exclusive objectives?
