John Ahlquist and Margaret Levi document eighty years of such activism by the International Longshore and Warehouse Union in the United States and the Waterside Workers Federation in Australia. They systematically compare the ILWU and WWF to the Teamsters and the International Longshoremen's Association, two American transport industry labor unions that actively discouraged the pursuit of political causes unrelated to their own economic interests. Drawing on a wealth of original data, Ahlquist and Levi show how activist organizations can profoundly transform the views of members about their political efficacy and the collective actions they are willing to contemplate. They find that leaders who ask for support of projects without obvious material benefits must first demonstrate their ability to deliver the goods and services members expect. These leaders must also build governance institutions that coordinate expectations about their objectives and the behavior of members. In the Interest of Others reveals how activist labor unions expand the community of fate and provoke preferences that transcend the private interests of individual members. A generation ago, scholars saw interest groups as the single most important element in the American political system. Today, political scientists are more likely to see groups as a marginal influence compared to institutions such as Congress, the presidency, and the judiciary. Frank Baumgartner and Beth Leech show that scholars have veered from one extreme to another not because of changes in the political system, but because of changes in political science. They review hundreds of books and articles about interest groups from the 1940s to today; examine the methodological and conceptual problems that have beset the field; and suggest research strategies to return interest-group studies to a position of greater relevance. The authors begin by explaining how the group approach to politics became dominant forty years ago in reaction to the constitutional-legal approach that preceded it. They show how it fell into decline in the 1970s as scholars ignored the impact of groups on government to focus on more quantifiable but narrower subjects, such as collective-action dilemmas and the dynamics of recruitment. As a result, despite intense research activity, we still know very little about how groups influence day-to-day governing. Baumgartner and Leech argue that scholars need to develop a more coherent set of research questions, focus on large-scale studies, and pay more attention to the context of group behavior. Their book will give new impetus and direction to a field that has been in the academic wilderness too long.
The emphasis on organizational change in the corporate life of recent years-including job redesign, autonomous groups, high performance work systems, and the redesign of control systems-owes a great deal to the pioneering work of Chris Argyris. This book examines how individuals in organizations can become more effective, in turn making organizations more effective. It explores the conventional pyramidal structure of organizations, in which there is top-down control by managers over workers, and examines their negative consequences. These include organizational injustice and eventually irrational decision-making. Argyris also discusses the characteristic learning system of the modern organization, which he describes as "single-loop" in character. This system, he argues, is only adequeate enough to permit the organization to implement existing policies. It does not permit the more difficult and comprehensive task of questioning underlying goals and assumptions, which he terms "doubt loop" learning. In this kind of learning, the organization is able to confront the more difficult problems that affect organizations in a time of transition. The United States boasts scores of organizations that offer crucial representation for groups that are marginalized in national politics, from women to racial minorities to the poor. Here, in the first systematic study of these organizations, Dara Z. Strolovitch explores the challenges and opportunities they face in the new millennium, as waning legal discrimination coincides with increasing political and economic inequalities within the populations they represent. Drawing on rich new data from a survey of 286 organizations and interviews with forty officials, Strolovitch finds that groups too often prioritize the interests of their most advantaged members: male rather than female racial minorities, for example, or affluent rather than poor women. But Strolovitch also finds that many organizations try to remedy this inequity, and she concludes by distilling their best practices into a set of principles that she calls affirmative advocacy—a form of representation that aims to overcome the entrenched but often subtle biases against people at the intersection of more than one marginalized group. Intelligently combining political theory with sophisticated empirical methods, Affirmative Advocacy will be required reading for students and scholars of American politics.
