Globalization today is as much a problem for international harmony as it is a necessary condition of living together on our planet. Increasing interconnectedness in ecology, economy, technology, and politics has brought nations and societies into even closer contact, creating acute demands for cooperation. Earthly Politics argues that in the coming decades global governance will have to accommodate differences even as it obliterates distance, and will have to respect many aspects of the local while developing institutions that transcend localism. This book analyzes a variety of environmental-governance approaches that balance the local and the global in order to encourage new, more flexible frameworks of global governance. On the theoretical level, it draws on insights from the field of science and technology studies to enrich our understanding of environmental-development politics. On the pragmatic level, it discusses the design of institutions and processes to address problems of environmental governance that increasingly refuse to remain within national boundaries. The cases in the book display the crucial relationship between knowledge and power—the links between the ways we understand environmental problems and the ways we manage them—and illustrate the different paths by which knowledge-power formations are arrived at, contested, defended, or set aside. By examining how local and global actors ranging from the World Bank to the Makah tribe in the Pacific Northwest respond to the contradictions of globalization, the authors identify some of the conditions for creating more effective engagement between the global and the local in environmental governance.
There is now a palpable sense of optimism about the role of cities and transnational city-networks in global climate governance. Yet, amidst the euphoria, there is also a sense that the power that has been ascribed to – and frequently assumed by – cities has been overstated; that the power of cities and city-networks to make a difference in global climate politics is not what it appears. This book explores the implications of city-engagement in global climate politics, outlining a theoretical framework that can be used to understand the power of cities in relation to transnational city-networks, multinational corporations and nation-states. The book will be of interest to students and scholars of transnational governance, global environmental politics and climate change.
This book is based on the assumption that great powers determine global politics and, in this instance, environmental politics. It addresses the approaches of both established and rising powers and their implications for the advancement of international climate negotiations. The new introduction looks at the key developments in this realm since 2013, examining the bilateral deals between China and the United States and the results of the UNFCCC’s 21st Convention of the Parties (COP) convening at Paris in 2015. Two key features link the contributions of this volume: their underlying assumption that major powers are the central actors in determining global environmental politics; and their assessment of, and implications of, the approaches both of rising and established major powers for global climate norms. One key argument of this volume is that today’s geopolitics are about who gets how much in the fiercely competitive race over the available ‘carbon space’. The book concludes that prudently balancing power in the new century requires a fair sharing of burden among the existing and emerging powers. In light of such burden-sharing, pluralistic domestic politics as well as diverging normative beliefs and worldviews require consideration of different conditions, even if historical legacies of the industrialised world have increasingly been put into question as a political argument by the United States. Why does corporate governance--front page news with the collapse of Enron, WorldCom, and Parmalat--vary so dramatically around the world? This book explains how politics shapes corporate governance--how managers, shareholders, and workers jockey for advantage in setting the rules by which companies are run, and for whom they are run. It combines a clear theoretical model on this political interaction, with statistical evidence from thirty-nine countries of Europe, Asia, Africa, and North and South America and detailed narratives of country cases. This book differs sharply from most treatments by explaining differences in minority shareholder protections and ownership concentration among countries in terms of the interaction of economic preferences and political institutions. It explores in particular the crucial role of pension plans and financial intermediaries in shaping political preferences for different rules of corporate governance. The countries examined sort into two distinct groups: diffuse shareholding by external investors who pick a board that monitors the managers, and concentrated blockholding by insiders who monitor managers directly. Examining the political coalitions that form among or across management, owners, and workers, the authors find that certain coalitions encourage policies that promote diffuse shareholding, while other coalitions yield blockholding-oriented policies. Political institutions influence the probability of one coalition defeating another.
Private sector action provides one of the most promising opportunities to reduce the risks of climate change, buying time while governments move slowly or even oppose climate mitigation. Starting with the insight that much of the resistance to climate mitigation is grounded in concern about the role of government, this books draws on law, policy, social science, and climate science to demonstrate how private initiatives are already bypassing government inaction in the US and around the globe. It makes a persuasive case that private governance can reduce global carbon emissions by a billion tons per year over the next decade. International human rights have been an important matter for study, policy, and activism since the end of World War II. However, as William H. Meyer observes, global governance is not only a relatively new topic for students of interational relations but also a widely used yet often contested concept. Despite the conflicting and often politicized uses of the term, three key dimensions of global governance can be identified: the impact of diplomatic international organizations such as the International Criminal Court, the importance of nonstate actors and global civil society, and global political trends that can be gleaned from empirical observation and data collection. In Human Rights and Global Governance, Meyer defines global governance generally as the management of global issues within a political space that has no single centralized authority. Employing a combination of historical, quantitative, normative, and policy analyses, Meyer presents a series of case studies at the intersection of power politics and international justice. He examines the global campaign to end impunity for dictators; the recognition, violation, and protection of indigenous rights; the creation and expansion of efforts to ensure corporate social responsibility; the interactions between labor rights and development in the Global South; just war theory as it applies to torturing terrorists, war crimes in Afghanistan and Iraq, and the drone wars; and the global strategic environment that best facilitates the making of human rights treaties.
