This book is based on the 7th ILO Social Policy Lectures, which are endowed with the ILO's Nobel Peace Prize, held in Kingston, Jamaica in December 2005. In keeping with the topics covered in the lecture series, it uses the global value chains perspective to look at how offshore outsourcing has affected the quantity and quality of jobs in the global economy. While offering an overview of the contemporary global labour market, the book examines the issue of global consolidation and industrial upgrading and its promise and perils for development. It introduces an analytical framework for linking jobs in the industrial structures of both advanced and developing economies through the dynamics of global value chains. It reviews the strategies of leading firms global retailers, branded marketers, and brand-name manufacturers and considers the conceptualisation of jobs in the global economy not by their location in particular industries or countries, but by their role in global value chains.The author argues that, given the special features of global value chains, there is a need to reconsider the contemporary notions of global corporate social responsibility and private as well as public governance

Two leading economists discuss a range of issues relating to the “offshoring” of American jobs, from free trade to unemployment levels. It is no surprise that many fearful American workers see the call center operator in Bangalore or the factory worker in Guangzhou as a threat to their jobs. The emergence of China and India (along with other, smaller developing countries) as economic powers has doubled the supply of labor to the integrated world economy. Economic theory suggests that such a dramatic increase in the supply of labor without an accompanying increase in the supply of capital is likely to exert downward pressure on wages for workers already in the integrated world economy, and wages for most workers in the United States have indeed stagnated or declined. In this book, leading economists Jagdish Bhagwati and Alan S. Blinder offer their perspectives on how the outsourcing of labor and the shifting of jobs to lower-wage countries affect the U.S. economy and what, if any, policy responses are required. Bhagwati, in his colorful and pithy style, focuses on globalization and free trade, while Blinder, erudite and witty, addresses the significance of labor market adjustment caused by trade. This collection of papers examines key trends in the internationalisation of employment, drawing on the proceedings of an ILO conference held in Annecy, France in April 2005. The papers focus on three related issues: the impacts of trade and investment abroad, including the offshoring of production of goods and services, and effects on the winners and losers in terms of employment; adjustment methods for coping with the short and medium term problems related to the globalisation of employment; and the importance of international instruments to help ensure a level playing field in trade and promote development, drawing on established rights and international labour standards.
Offshore outsourcing- the movement of jobs to lower-wage countries- is one of the defining features of globalization. Routine blue-collar work has been going offshore for decades, but the digital revolution beginning in the 1990s extended this process to many parts of the service economy too. Politically controversial from the beginning, "offshoring" is conventionally seen as a threat to jobs, wages, and economic security in higher-income countries, having become synonymous with the dirty work of globalization. Even though the majority of corporations make some use of offshore outsourcing, fearful of negative publicity most now choose to manage these activities in a discreet manner. Partly as a result, the global sourcing business, reckoned to be worth more than $120 billion, largely operates under the radar, its ocean-spanning activities in low-cost labour arbitrage being poorly documented and poorly understood. Offshore is the first sustained investigation of the workings of the global sourcing industry, its business practices, its market dynamics, its technologies, and its politics. The book traces the complex transformation of the worlds of global sourcing, from its origins in the new international division of labour in the 1970s, through the rapid growth of back-office economies in India and the Philippines since the 1990s, to the development of "nearshore" markets in Latin America and Eastern Europe. Recently, this evolving process of geographical and organizational restructuring has included experiments in "backshoring" within low-cost, ex-urban locations in the United States and a wave of software-enabled automation, which threatens to remove labour from many back offices altogether. In these and other ways, the offshore revolution continues.
