Over the last few decades, the Westphalian nation-state has lost its hegemonic position in the system of geo-governance. A dispersive revolution has led to the emergence of powerful newly networked business organizations, new subsidiary-focused governments, and increasingly virtual, elective, and malleable communities. This in turn has led to the crystallization of distributed governance regimes, based on a wider variety of more fluid and always evolving groups of stakeholders. In The New Geo-Governance, Gilles Paquet develops a general conceptual framework to deal with the new evolving reality of global governance. With a current population inflow into cities of 200,000 people per day, UN Habitat expects that up to 75% of the global population will live in cities by 2050. Influenced by forces of globalization and global change, cities and urban life are transforming rapidly, impacting human welfare, economic development and urban-regional landscapes. This poses new challenges to urban governance, while emerging city networks, advancing geo-technologies and increasing production of continuous data streams require governance actors to re-think and re-work conventional work processes and practices. This book has been written to enhance our understanding of how governance can contribute to the development of just and resilient cities in a context of rapid urban transformations. It examines current governance patterns from a geographical and inclusive development perspective, emphasizing the importance of place, space, scale and human-environment interactions, and paying attention to contemporary processes of participation, networking, and spatialized digitization. The challenge we are facing is to turn future cities into inclusive cities that are diverse but just and within their ecological limits. We believe that the state-of-the-art overview of topical discussions on governance theories, instruments, methods and practices presented in this book provides a basis for understanding and analyzing these challenges.
The rapid expansion of the Internet has fueled the emergence of electronic government at all levels in Canada. E-government's first decade featured online service underpinned by a technically secure infrastructure. This service-security nexus entails internal governance reforms aimed at realizing more customer-centric delivery via integration and coordination across departments and agencies. Yet, as online networking has become more pervasive and public demands for participation rise, pressures for greater openness and accountability intensify. The result is widening experimentation with online democracy. The e-governance focus is thus shifting toward issues of transparency and trust - and new possibilities for re-conceptualizing how power is organized and deployed. In sum, the prospects for digital transformation involve the interplay of these four dimensions: service, security, transparency and trust. This book identifies the main drivers of e-government, assesses the responses of Canada's public sector to date, and sketches out the major challenges and choices that lie ahead. The findings will be of interest to those studying or working in the world of public sector management and e-governance.
Public administration in Canada needs to change. A handful of scholars across Canada have been sounding the alarm for years but to no avail. Talented young bureaucrats have been joining the public service with fresh ideas capable of creating real change, but the black hole consumes all. In The Black Hole of Public Administration, experienced public servant Ruth Hubbard and public administration iconoclast Gilles Paquet sound a wake-up call to the federal public service. They lament the lack of “serious play” going on in Canada’s public administration today and map some possible escape plans. They look to a more participatory governance model – “open source” governing or “small g” governance – as a way to liberate our public service from antiquated styles and systems of governing. In their recognizably rebellious style, Hubbard and Paquet demand that public administration scholars and senior level bureaucrats pull their heads out of the sand and confront the problems of the current system and develop a new system that can address the needs of Canada today.
In current times, highly complex and urgent policy problems-e.g., climate change, rapid urbanization, equitable access to key services, land rights, and massive human resettlement-challenge citizens, NGOs, private corporations, and governments at all levels. These policy problems, often called 'wicked', involve multiple causal factors, anticipated and unanticipated effects, as well as high levels of disagreement among stakeholders about the nature of the problem and the appropriateness of solutions. Given the wickedness of such policy problems, interdisciplinary and longitudinal research is required, integrating and harnessing the diverse skills and knowledge of urban planners, anthropologists, geographers, geo-information scientists, economists, and others. This Special Issue promotes innovative concepts, methods, and tools, as well as the role of geo-information, to help (1) analyze alternative policy solutions, (2) facilitate stakeholder dialogue, and (3) explore possibilities for tackling wicked problems related to climate change, rapid urbanization, equitable access to key services (such as water and health), land rights, and human resettlements in high-, middle-, and low-income countries in the North and South. Such integrative approaches can deepen our understanding of how different levels of government and governance reach consensus, despite diverging beliefs and preferences. Due to the particularly complex spatiotemporal characteristics of wicked policy problems, innovative concepts, alternative methods, and new geo-information tools play a significant role.
