A critical collection on the politics of disaster and reconstruction in New Orleans
Democracy and Other Neoliberal Fantasies is an impassioned call for the realization of a progressive left politics in the United States. Through an assessment of the ideologies underlying contemporary political culture, Jodi Dean takes the left to task for its capitulations to conservatives and its failure to take responsibility for the extensive neoliberalization implemented during the Clinton presidency. She argues that the left’s ability to develop and defend a collective vision of equality and solidarity has been undermined by the ascendance of “communicative capitalism,” a constellation of consumerism, the privileging of the self over group interests, and the embrace of the language of victimization. As Dean explains, communicative capitalism is enabled and exacerbated by the Web and other networked communications media, which reduce political energies to the registration of opinion and the transmission of feelings. The result is a psychotic politics where certainty displaces credibility and the circulation of intense feeling trumps the exchange of reason. Dean’s critique ranges from her argument that the term democracy has become a meaningless cipher invoked by the left and right alike to an analysis of the fantasy of free trade underlying neoliberalism, and from an examination of new theories of sovereignty advanced by politicians and left academics to a look at the changing meanings of “evil” in the speeches of U.S. presidents since the mid-twentieth century. She emphasizes the futility of a politics enacted by individuals determined not to offend anyone, and she examines questions of truth, knowledge, and power in relation to 9/11 conspiracy theories. Dean insists that any reestablishment of a vital and purposeful left politics will require shedding the mantle of victimization, confronting the marriage of neoliberalism and democracy, and mobilizing different terms to represent political strategies and goals.

The Black Power movement represented a key turning point in American politics. Disenchanted by the hollow progress of federal desegregation during the 1960s, many black citizens and leaders across the United States demanded meaningful self-determination. The popular movement they created was marked by a vigorous artistic renaissance, militant political action, and fierce ideological debate. Exploring the major political and intellectual currents from the Black Power era to the present, Cedric Johnson reveals how black political life gradually conformed to liberal democratic capitalism and how the movement’s most radical aims—the rejection of white aesthetic standards, redefinition of black identity, solidarity with the Third World, and anticapitalist revolution—were gradually eclipsed by more moderate aspirations. Although Black Power activists transformed the face of American government, Johnson contends that the evolution of the movement as a form of ethnic politics restricted the struggle for social justice to the world of formal politics. Johnson offers a compelling and theoretically sophisticated critique of the rhetoric and strategies that emerged in this period. Drawing on extensive archival research, he reinterprets the place of key intellectual figures, such as Harold Cruse and Amiri Baraka, and influential organizations, including the African Liberation Support Committee, the National Black Political Assembly, and the National Black Independent Political Party in postsegregation black politics, while at the same time identifying the contradictions of Black Power radicalism itself. Documenting the historical retreat from radical, democratic struggle, Revolutionaries to Race Leaders ultimately calls for the renewal of popular struggle and class-conscious politics. The United States currently has the largest prison population on the planet. Over the last four decades, structural unemployment, concentrated urban poverty, and mass homelessness have also become permanent features of the political economy. These developments are without historical precedent, but not without historical explanation. In this searing critique, Jordan T. Camp traces the rise of the neoliberal carceral state through a series of turning points in U.S. history including the Watts insurrection in 1965, the Detroit rebellion in 1967, the Attica uprising in 1971, the Los Angeles revolt in 1992, and events in post-Katrina New Orleans in 2005. Incarcerating the Crisis argues that these dramatic events coincided with the emergence of neoliberal capitalism and the state’s attempts to crush radical social movements. Through an examination of the poetic visions of social movements—including those by James Baldwin, Marvin Gaye, June Jordan, José Ramírez, and Sunni Patterson—it also suggests that alternative outcomes have been and continue to be possible.

Urmi Engineer Willoughby delves into the turn-of-the-century yellow fever outbreaks in New Orleans and local attempts to eradicate them, while Abraham H. Gibson and Cindy Ermus discuss the human introduction of invasive species and their long-term impact on the region’s ecosystem. Roberto E. Barrios looks at political-ecological susceptibility in New Orleans’s Lower Ninth Ward, and Kevin Fox Gotham treats storm- and flood-defense infrastructures. In his afterword, Ted Steinberg ponders what the future holds when the capitalist state supports an unwinnable battle between land developers and nature. These case studies offer new ways of understanding humans’ interactions with the unique, and at times unforgiving, environment of the Gulf South. These lessons are particularly important as we cope with the effects of climate change and seek to build resilience and reduce vulnerability through enhanced awareness, adequate preparation, and efficient planning.
This book shows how the adoption of the neoliberal development model has increased the social vulnerability to disasters, with a special focus on Mexico, a country which once was the role model of the neoliberal turn in Latin America. It brings together 12 case studies of disasters such as floods, earthquakes and volcanic emergencies, in both urban and rural areas, to show how neoliberal development projects and changes in legislation affected disaster prevention and management in different parts of the country. The case studies from Mexico are complemented by two comparative studies which analyze the impacts of neoliberalism in disaster prevention and management in Mexico, Brazil, United States and Italy. Disasters and Neoliberalism: Different Expressions of Social Vulnerability presents a unique contribution to the interdisciplinary field of disaster research by presenting qualitative studies of disaster vulnerability from the perspective of scholars from the Global South, bringing a fresh and critical approach to English speaking social sciences qualitative researchers working on disaster risks in a number of fields, such as geography, anthropology, sociology, political science and environmental studies.
In the 1960s and 1970s, New Orleans experienced one of the greatest transformations in its history. Its people replaced Jim Crow, fought a War on Poverty, and emerged with glittering skyscrapers, professional football, and a building so large it had to be called the Superdome. New Orleans after the Promises looks back at that era to explore how a few thousand locals tried to bring the Great Society to Dixie. With faith in God and American progress, they believed that they could conquer poverty, confront racism, establish civic order, and expand the economy. At a time when liberalism seemed to be on the wane nationally, black and white citizens in New Orleans cautiously partnered with each other and with the federal government to expand liberalism in the South. As Kent Germany examines how the civil rights, antipoverty, and therapeutic initiatives of the Great Society dovetailed with the struggles of black New Orleanians for full citizenship, he defines an emerging public/private governing apparatus that he calls the "Soft State": a delicate arrangement involving constituencies as varied as old-money civic leaders and Black Power proponents who came together to sort out the meanings of such new federal programs as Community Action, Head Start, and Model Cities. While those diverse groups struggled--violently on occasion--to influence the process of racial inclusion and the direction of economic growth, they dramatically transformed public life in one of America's oldest cities. While many wonder now what kind of city will emerge after Katrina, New Orleans after the Promises offers a detailed portrait of the complex city that developed after its last epic reconstruction.
Ending the horrors of police violence requires addressing economic inequality In the wake of the mass protests following the police murder of George Floyd nearly every major consumer brand had proclaimed their commitments to antiracism, often with new ad campaigns to match their tweets. Very little in the way of police reform has been achieved. Still less was achieved around policies that might help the millions of black Americans living at or below the poverty line. Why has anti-racism been such a powerful source of mobilization but such a poor means of building political opposition capable of winning big reforms? This volume revisits a debate that transpired during Black Live Matter’s first wave. Writing against the grain of popular left sentiments, Johnson cautions against a new ethnic politics. Instead, he calls for broad-based left politics as the only viable means for ending the twin crises of racial inequality and police violence. Redistribution, public goods, and multi-ethnic working-class solidarity are the only viable response to the horrors of police violence and mass incarceration. It just so happens that fighting the conditions that make crime and violence inevitable is also the means by which we can build a working-class majority and a more equal and peaceful nation.
