This book takes as its theme the ways in which governments legitimate their rule, both to themselves and to their subjects. Its introduction explores legitimacy and pre-colonial states, but the three sections of the book deal with colonial legitimacy, the question of legitimation in the transition from colonialism to majority rule, and the contemporary debate about accountability.
Exploring the contentious landscape of Nigeria’s escalating violence, this book describes the changing roles of traditional authorities in combatting contemporary security challenges. Set against a backdrop of widespread security threats – including insurgency, land disputes, communal violence, regional independence movements, and widespread criminal activities – perhaps more than ever before, Nigeria’s conventional security infrastructure seems ill-equipped for the job. This book offers a fresh, empirical analysis of the roles of traditional authorities – including kings, Ezes, Obas, and Emirs – who are often hailed as potent alternatives to the state in security governance. It complicates the assumption that these traditional leaders, by virtue of their customary legitimacy and popular roots, are singularly effective in preventing and managing violence. Instead, in exploring their creative adaptation to governance roles after a dramatic postcolonial downturn, this book argues that traditional leaders can augment, but not substitute, the state in addressing insecurity. Why have large numbers of the Bajju people of the Middle Belt of Nigeria become Christians? The first conversions occurred in 1929 and today almost one hundred percent of the Bajju claim to be Christians, so this people movement happened within a relatively short period. McKinney details the various contexts in which religious change took place among the Bajju: in traditional Bajju culture, in their relations with the Hausa-Fulani, in the British colonial context, and in the missionary context. She presents the results of an in-depth interview schedule administered in 1984 and 2011 to respondents in both a rural village and a Kaduna suburb. This longitudinal study, together with the author's involvement in participant observation, personal language learning, and archival records research, help provide answers to the questions of why, and to what degree, a worldview paradigm shift has occurred among the Bajju. The author also discusses some traditional religious beliefs retained by Bajju Christians, and charts traditional religious beliefs with biblical texts. Bajju Christian Conversion in the Middle Belt of Nigeria will be essential to anthropologists specializing in conversion studies, and be of interest to missiologists, and to the Bajju people themselves. First Published in 1968. In retrospect it now seems clear that the federal elections of December 1964 and the constitutional crisis which followed mark the apogee of the civilian government headed by Sir Abubakar Tafawa Balewa. The ‘broadbased’ government which emerged from the crisis represented, at best, a shaky compromise. A decisive jolt came when in the early hours of January 15, 1966, a group of young army officers, mainly Ibo, led some soldiers in a coup which ended in the death of the Federal Prime Minister of Nigeria, Sir Abubakar. The regional Premiers of the North and the West were also killed, as were a number of high-ranking Hausa and Yoruba officers. This volume asks what went wrong and ledto Nigeria’s slow decline into civil chaos and the possibility of political disintegration.
In Farmers and the State in Colonial Kano, Steven Pierce examines issues surrounding the colonial state and the distribution of state power in northern Nigeria. Here, Pierce deconstructs the colonial state and offers a unique reading of land tenure that challenges earlier views of the role of indirect rule. According to Pierce, land tenure was the means the colonial government used to rule the local population and extract taxes from them, but it was also a political logic with a fundamental flaw and a Western bias. In Pierce's view, colonial representations of land tenure claimed to reflect precolonial systems of rule, but instead, fundamentally misrepresented farmers' experience. He maintains that this misrepresentation created a paradox at the core of the colonial state which persists into the present and helps to explain contemporary problems in African states. In this sweeping and eloquent account of African history, readers will find an extended genealogy of land law and taxation as well as rich material on the power of indigenous knowledge and the persistence of colonial systems of rule.
