The National Council for Higher Education (NCHE) and the Growth of the University Sub-sector in Uganda, 2002-2012, narrates the experience of the Ugandan NCHE in the establishment, development and regulation of higher education institutions in Uganda from 2002 to 2012. In this period, student numbers in higher education institutions increased from about 65,000 to some 200,000 and university institutions from about ten to more than triple the number. The book discusses the role of a regulatory agency in the delivery of higher education, the relations of universities and colleges with such an agency, its impact on developing university capacities, and leadership in creating and refining higher education ideas. The experience of Ugandas regulatory agency, the NCHE, in those ten years should help both the Ugandan and other African countries higher education stakeholders in sharing lessons learned from this one case study. The author sees the roles of regulatory agencies as vital in the initial stages of building a higher education sub-sector and in periods of system transitions such as the current journey from elite to mass systems but is of the view that the university remains the home of knowledge creation, dissemination, and its application in society.

Zusammenfassung: This book delves into the role of higher education as a means of sustainable development in Sub-Saharan Africa. Contributions from across the region examine the strategies and technological advances available to enable educands to deal with an uncertain future and are organised under two key themes: Curriculum and Teaching and Higher Education and Innovations. The volume brings together theoretical and practical perspectives, relating them to international benchmarks while maintaining the specificities of the African context. It will be of interest to students and scholars as well as practitioners whose work interrogates higher education, quality assurance, and sustainable development goals. Peter Neema-Abooki is a Professor of Higher Educational Management Studies and Development/Business and Management in Uganda, with academic connections in South Africa and Namibia. He is an Alumnus of DIES-National Multiplication Trainings (NMT), University of Potsdam, Germany; and has accordingly conducted a training of trainers (ToT) at Namibia University (UNAM). Uganda is one of the most fascinating countries in Africa. Situated in the middle of the Great Lakes region of Eastern Africa, it is home to diverse flora and fauna. This open access book assesses how the Covid-19 pandemic caught higher education systems throughout the world by surprise. It maps out the responses of higher education institutions to the challenges and strategic opportunities brought about by the pandemic, and examines the effects such responses may have. Bringing together scholars and case studies from Europe, Asia, Africa and the Americas, the book is both comparative and global in nature. It also brings together researchers from a variety of disciplinary fields, including political scientists, historians, economists, sociologist, and anthropologists. In doing so, the book fosters an inter-disciplinary dialogue and inclusive methodological approach for unpacking the complexities associated with modern higher education systems and institutions.
Despite the recent expansion of higher education in Uganda, there is still much cause for concern. Enrolment levels lag behind those of much of the rest of the continent; enrolment in technical universities in only one percent; there is no government science and technology policy for highe education despite an identified social need; the new universities are broadly imitating the old colonial models; and there has been little curriculum reform. This study addresses the state of tertiary eeducation in Uganda and proposes reforms in the following areas: university management; how to manage the current two-tier system of public and private universities; institutional capacity; financing and coping with decreasing resources; curricula design which is appropriate to African development needs; how to correct the imbalance of arts/humanities and science students and shortages of academic staff; access to tertiary education; quality of education; and institutional and academic autonomy. The author is Professor of History and Vice-Rector of the Islamic University of Uganda at Mbali. He has published widely on a range of subjects including secondary and tertiary education, Islam in Uganda and social violence.
Makerere University started in 1922 as a humble technical school enrolling 14 day students of Carpentry, Building and Mechanics. Nine decades later, the University has made giant strides–enrolling over 35,000 students in over 145 study programmes hosted by nine colleges spread across various campuses. As one of the first higher education institutions in East and Central Africa, the university has had to contend with a multiplicity of issues, including relevance, curricula reform, community engagement and graduate employability; access, equity, massification and quality assurance; national politics, regulation, institutional autonomy and academic freedom; funding and financial management; student politics and activism; staff unionisation, management and brain drain; physical resources expansion, utilisation and maintenance; liberalisation, privatisation, commercialisation and internationalisation; Information and Communication Technology (ICT); and institutional leadership and integrity. Today, the University stands out proudly as a hallmark of innovation and excellence in teaching, research and community engagement, notwithstanding the challenges it has experienced over the years. As it celebrates 90 years, the higher education scholarly and policy fraternity take the opportunity to honour and continue the University’s tradition of scholarship and innovation — through contributing ideas for dealing with some of the challenges that the University and similar institutions are contending with. Although studies of Makerere University have been included, it must be understood that this book is not necessarily about the University. Additional studies have been drawn from Botswana, Ethiopia, Ghana, Kenya, Malawi, Nigeria, Tanzania and other institutions in Uganda.
