The exercise of public power by the military in civilian Western democracies such as Australia and the United States demonstrates a tendency toward diminished responsibility for moral behavior. Pauline Collins argues that a different system of military criminal investigation and discipline outside the civilian justice system enables the military to operate like a coterie and can lead to a failure in the requisite moral standard of behavior required of military personnel and maintaining civilian institutional control. Collins argues that the justifications for separate treatment weakens both the military reputation and the practice of civilian control of the military as well as leading to an overall decline in morality and values in a democratic society.
These five volumes concern one of the most important institutions in human history, the military, and the interactions of that institution with the greater society. Military systems serve nations; they may also reflect them. Soldiers are enlisted; they may also be said to self-select. Military units have missions; they also have interests. In an older, more traditional military history, while the second reflects a newer approach. Although each statement in the pairs may be said to be true, the former speak from the framework of the military sciences; the latter, from the framework of the social and behavioral sciences. The military systems of our past differ from one another over time, in political origins, size, missions, and technological and tactical fashions, but to a great extent their historical experiences have been more noticeably similar than they were different. When we ask questions about the recruiting, training, or motivating of military systems, or of those systems' interactions with civilian governments and with the greater society, as do the essays in these five volumes of reading on The Military and Society we are struck by the almost timeless patterns of continuity and similarity of experience. In each of these volumes approximately half of the essays selected deal with the experience in the United States; the other half, with the experiences of other states and times, enabling the reader to engage in comparative analysis.
The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.

In 1950, when he commissioned the first edition of The Armed Forces Officer, Secretary of Defense George C. Marshall told its author, S.L.A. Marshall, that "American military officers, of whatever service, should share common ground ethically and morally." In this new edition, the authors methodically explore that common ground, reflecting on the basics of the Profession of Arms, and the officer's special place and distinctive obligations within that profession and especially to the Constitution.
This volume examines civil-military relations in general and nonmilitary functions in the service of society and democracy in particular in six different nations, against the backdrop of the Israeli experience with a dual-role military. Since its inception, the Israeli Defense Force (IDF) has functioned as a very effective fighting force while also fulfilling many core nonmilitary roles as a powerful, educational, and remedial agent engaged in strengthening the fabric of Israeli society. The inner workings of the IDF in this area--the subject and dynamics of its broad social agenda, including the dilemmas inherent in education toward broad intellectual autonomy within a regimented system such as the military--are presented, for the first time before a non-Israeli audience, in detail (and with much candor) by both high echelon IDF personnel and junior officers in conscript service directly responsible for carrying out these missions.
Creating Military Power examines how societies, cultures, political structures, and the global environment affect countries' military organizations. Unlike most analyses of countries' military power, which focus on material and basic resources—such as the size of populations, technological and industrial base, and GNP—this volume takes a more expansive view. The study's overarching argument is that states' global environments and the particularities of their cultures, social structures, and political institutions often affect how they organize and prepare for war, and ultimately impact their effectiveness in battle. The creation of military power is only partially dependent on states' basic material and human assets. Wealth, technology, and human capital certainly matter for a country's ability to create military power, but equally important are the ways a state uses those resources, and this often depends on the political and social environment in which military activity takes place.
A diverse group of contributors offer different perspectives on whether or not the different experiences of our military and the broader society amounts to a "gap"—and if the American public is losing connection to its military. They analyze extensive polling information to identify those gaps between civilian and military attitudes on issues central to the military profession and the professionalism of our military, determine which if any of these gaps are problematic for sustaining the traditionally strong bonds between the American military and its broader public, analyze whether any problematic gaps are amenable to remediation by policy means, and assess potential solutions. The contributors also explore public disengagement and the effect of high levels of public support for the military combined with very low levels of trust in elected political leaders—both recurring themes in their research. And they reflect on whether American society is becoming so divorced from the requirements for success on the battlefield that not only will we fail to comprehend our military, but we also will be unwilling to endure a military so constituted to protect us. What is the potential for a divergence in views among civilian and military elites (sometimes referred to as the civil-military gap) to undermine military effectiveness? Although a variety of differences were found among the views of military and civilian survey respondents, these differences mostly disappeared when the authors focused on the attitudes that are pertinent to civilian control of the military and military effectiveness.
The present book not only illustrates the ISMS Conference's objectives and presents the contents of the lectures, but also expands on them through further in-depth contributions; the results of academic research carried out on the Conference topic, both across disciplines and ISMS member states, are thus further illuminated. The book intends to provide teachers with a guide to possible developments in the field of military science and students with greater insights into its objectives and principles. The key question is what added value, what kind of USP military science could furnish for society, what specific support not already covered by other scientific disciplines or organizations? If it were only the science of organizing, structuring and commanding armed forces, it would not be necessary to define and establish an independent scientific discipline; the military itself could accomplish all that in the required quality by itself. What would give legitimacy to an independent discipline called Military Science, is a comprehensive (i.e. not only military-strategic) organic collection of primarily intellectual capabilities, safeguarding the secure, long-term survival of the state and its people thus contributing to the benefit of society. In order to increase the publication's academic value and to provide authors with an additional incentive to contribute in future, the book was subjected to a peer review process.
