The Mandate of Heaven was originally given to King Wen in the 11th century BC. King Wen is credited with founding the Zhou dynasty after he received the Mandate from Heaven to attack and overthrow the Shang dynasty. King Wen is also credited with creating the ancient oracle known as the Yijing or Book of Changes. This book validates King Wen's association with the Changes. It uncovers in the Changes a record of a total solar eclipse that was witnessed at King Wen's capital of Feng by his son King Wu, shortly after King Wen had died (before he had a chance to launch the full invasion). The sense of this eclipse as an actual event has been overlooked for three millennia. It provides an account of the events surrounding the conquest of the Shang and founding of the Zhou dynasty that has never been told. It shows how the earliest layer of the Book of Changes (the Zhouyi) has preserved a hidden history of the Conquest.
In this volume, Brownson sheds new light on Palestinian Muslim women’s agency in shari‘a courts from the British Mandate period to the present. Her extensive archival research on wife-initiated maintenance claims, divorce, and child custody cases deepens our understanding of women’s position in the courts, demonstrating that Muslim women were and are active participants in their legal affairs. Using court registers and interviews, Brownson uncovers a variety of ways women have manipulated the system to their benefit despite its patriarchal bias. She also finds that few reforms were implemented during the Mandate period. The British were uninterested in improving colonized women’s legal status and sought to avoid further antagonizing Palestinians. At the same time, Palestinians wished to uphold the one indigenous institution they still controlled while both British rule and Zionism threatened their nationalist aspirations. Although Palestinian women have had few alternatives to using this male privileged system to redress grievances with their husbands and in-laws, they continue to resist its injustices every day. Brownson finds that women’s understanding of family law fundamentals has enabled some to deftly navigate the system; however, a unified, reformed law reflecting society's current needs is required so women can have full access to their rights.

This book provides an in-depth survey of Britain’s Mandate in Palestine, an issue crucial to understanding the continuing atmosphere of mistrust and violence in the region that continues to the present. At the conclusion of the First World War (1914–18), the League of Nations awarded a Mandate to Great Britain, which entailed governing a part of the defunct Ottoman Empire, a part which became known as Palestine. The Mandate, empowering Britain to govern this area for an unspecified period, had as one of its main objectives the understanding that Britain would assist the Zionist Movement in the creation of a Homeland for the Jewish people in Palestine. During the thirty years that Britain ruled Palestine, it made no serious effort to carry out this commitment. The author discusses a variety of reasons for this failure, but the greatest obstacle preventing it from fulfilling its Mandate was that Britain completely miscalculated the reaction of the large Arab majority in the country. In fear of repercussions from the growing Arab nationalism various British Governments over the years decided that their best interests would be served by appeasing the Palestine Arabs and reneging on the British promise to Zionism. As the author shows, Britain’s failure to fulfil its Mandate obligations was a major contribution to the problems that have persisted in the Middle East for decades.

For radicals in Europe and North America, the anti-imperialist—and Chinese—revolutions continued the great task of 1789, 1848, and 1870, the “bourgeois revolution” in Marx’s terms, and the creation of nations that would release the energies and unity of purpose to create new worlds of prosperity and freedom. The nationalist focus led to an emphasis on autarkic development—the nation, it was said, already possessed within its own boundaries all the requirements and resources to match the accomplishments of global civilization. The overthrow of empire in the 1950s and 1960s—of which the coming to power of the Chinese Communist party in 1949 was a important part—seemed to augur a new era in world history, one in which the majority of the world’s population secured liberation. There was perhaps a sense in which this was true, but the reality for the majority was far removed from this giddy hope. And in the case of the ordinary Chinese, the newly “liberated” regime proved far more brutal and exacting than those that it had replaced (which also attained high standards of brutality and injustice). In China the great famine of 1958–62 was only the most spectacularly cruel and gratuitous product of that new order. For the former inhabitants of the old empires, national liberation turned out to be not liberation of all, but the creation of a new national ruling class, as often as not exploiting its position at home to make fortunes then smuggled abroad.

Whether or not voters consciously use their votes to send messages about their preferences for public policy, the Washington community sometimes comes to believe that it has heard such a message. In this 2006 book the authors ask 'What then happens?' They focus on these perceived mandates - where they come from and how they alter the behaviors of members of Congress, the media, and voters. These events are rare. Only three elections in post-war America (1964, 1980 and 1994) were declared mandates by the media consensus. These declarations, however, had a profound if ephemeral impact on members of Congress. They altered the fundamental gridlock that prevents Congress from adopting major policy changes. The responses by members of Congress to these three elections are responsible for many of the defining policies of this era. Despite their infrequency, then, mandates are important to the face of public policy.
