Recent decades have seen the EU grappling with a major struggle between the securitization of its external borders and demand for exploitable and disposable cheap workforce in various sectors. As a result, the EU has multiplied its borders by pushing them both outwards and inwards, and the distinction between migrants' status as regular and irregular, legal and illegal, citizen and non-citizen, has been continuously portrayed as black and white. This produces and sustains an analytical, political and practical divide that often obscures commonalities in workers' dispossession and is an obstacle to unified struggles to secure workers' rights. This volume moves beyond a perspective of migrants' exclusion and inclusion as solely a product of migration processes. It contextualizes migration in the larger transformations of the local, national and transnational labour markets and relations that point to the ongoing precarization of working lives. These processes of inclusion are methodologically approached through exclusion at macro, micro and meso levels. This positions the ethnographically documented experiences of immigrant labourers in the challenges of contemporary labour and migratory regimes, and traces new forms of collective response and contestation emerging in these reconfiguring contexts.

The history of international free trade union organisations during the first two decades of the Cold War is an important but often neglected aspect of the development of post-war labour and liberalism. In this path-breaking book, Rodríguez García fills this void in the historical literature by offering a comparative analysis of two cases, the European Regional Organisation (ERO) and the Inter-American Regional Workers' Organisation (ORIT), which were created in the early 1950s as regional branches of the International Confederation of Free Trade Unions (ICFTU). The author employs the term 'labour liberalism' to describe their wide variety of functions. She argues that social democratic and reformist trade unions, which made up the bulk of ICFTU members, were fundamentally shaped by liberal values, even while calling for the active participation of organised labour in the planning and implementation of projects promoting liberal democracy and socio-economic development at home and abroad. By placing international free trade unionism centre stage, this book adds significantly to our understanding of post-war labour and liberalism.
This volume presents a radical reinterpretation of the European Community or Union as a neo-liberal construction. It was neo-liberal rather than classically liberal because it was designed and used as an external instrument to weaken the interventionist welfare state that protected working people and strengthened the hand of labor. It was founded on the vision of a free market untrammelled by public intervention and worked to ensure competition, sound money and profitability against the inflationary force of workers and unions and the welfare state. Monetary union in particular restored profitability but produced slow growth, mass unemployment, and insecurity and came under challenge, most dramatically in France, by working people from below. This view is substantiated by an economically based study of member-state performance and complemented by a series of national studies on the monetarist turn by leading scholars.
