The main point of this book is to argue that French universities experienced a quiet but important change during the last decade, which allowed them to become pertinent and more autonomous actors within the French university system.
The high level Douro seminars are now a well-established tradition in the annual activities promoted by Hedda, a European consortium of nine centres and ins- tutes devoted to research on higher education, and CIPES, its Portuguese associated centre. At the seminars, each member of a small group of invited researchers presents and discusses an original research-based paper that is revised afterwards taking into account the comments of the participating colleagues. The revised papers form the basis for the annual thematic book published by Springer in the book series called Higher Education Dynamics (HEDY). Paying tribute to the regularity of the seminars, it was decided that the volumes originating from the initiative would be collected in a ‘series in the series’ called the Douro Series. Previous seminars were dedicated to in-depth analyses of different aspects of higher education systems and institutions, including institutional governance, the emergence of managerialism, markets as instruments of public policy, cost-sharing and accessibility of students to higher education and developments in quality assurance. The present volume aims at analysing the change process which the European university is undergoing as a consequence of European integration efforts. In the case of higher education, these have materialised, amongst other things, in the - plementation of the Bologna process, while the Lisbon summit also has important consequences for the university. In March 2000, the Lisbon European Council set the goal for the EU to become the most competitive and dynamic knowledge-based society in the world by 2010.

Black France, White Europe illuminates the deeply entangled history of European integration and African decolonization. Emily Marker maps the horizons of belonging in postwar France as leaders contemplated the inclusion of France's old African empire in the new Europe-in-the-making. European integration intensified longstanding structural contradictions of French colonial rule in Africa: Would Black Africans and Black African Muslims be French? If so, would they then also be European? What would that mean for republican France and united Europe more broadly? Marker examines these questions through the lens of youth, amid a surprising array of youth and education initiatives to stimulate imperial renewal and European integration from the ground up. She explores how education reforms and programs promoting solidarity between French and African youth collided with transnational efforts to make young people in Western Europe feel more European. She connects a particular postwar vision for European unity—which coded Europe as both white and raceless, Christian and secular—to crucial decisions about what should be taught in African classrooms and how many scholarships to provide young Africans to study and train in France. That vision of Europe also informed French responses to African student activism for racial and religious equality, which ultimately turned many young francophone Africans away from France irrevocably. Black France, White Europe shows that the interconnected history of colonial and European youth initiatives is key to explaining why, despite efforts to strengthen ties with its African colonies in the 1940s and 1950s, France became more European during those years.

This book addresses academic labor markets in three countries: France, Germany, and the United States. The management of faculty careers is a critical issue in university autonomy, and in many countries recent reforms have increasingly addressed this area. Musselin’s exhaustive empirical research on academic job hiring practices and faculty career patterns included over 200 interviews with faculty members and administrators concerning two disciplines: history and math. Each of the countries has very different historical traditions with regard to how peers recruit their colleagues within the academy. Using what is known as an "economics of quality" comparative approach, she sheds new light on faculty worklife. The author’s focus on the criteria of evaluation in academic hiring decisions is a unique contribution and one that should stimulate the current debates on higher education reforms.
This volume casts light on mergers and alliances in higher education by examining developments of this type in different countries. It combines the direct experiences of those at the heart of such transformations, university leaders and senior officials responsible for higher education policy, with expert analysts of the systems concerned. Higher education in Europe faces a series of major challenges. The economic crisis has accelerated expectations of an increased role in addressing economic and societal challenges while at the same time putting pressure on available finances. Broader trends such as shifting student demographics and expectations, globalisation and mobility and new ways of working with business have contributed to these increased pressures. In the light of these trends there have been moves, both from national or regional agencies and from individual institutions to respond by combining resources, either through collaborative arrangements or more fundamentally through mergers between two or more universities. After an introductory chapter by the editors which establishes the context for mergers and alliances, the book falls into two main parts. Part 1 takes a national or regional perspective to give some sense of the historical context, the wider drivers and the importance of these developments in these cases. Included are both systemic accounts (for countries as France, Sweden, Romania, Russia, Wales and England), and specific cross-cutting in itiatives including a major facility at Magurele in Romania and a Spanish programme for promoting international campuses of excellence. Part 2 is built from specific cases of universities, either in mergers or alliances, with examples from different countries (such as France, UK, Romania, Spain, Germany, Denmark, Finland, Switzerland). A concluding chapter by the editors assesses these experiences and indicates the implications and future needs for understanding in this domain.
