The long path to the Berlin Wall began in 1945, when Josef Stalin instructed the Communist Party to take power in the Soviet occupation zone while the three Western allies secured their areas of influence. When Germany was split into separate states in 1949, Berlin remained divided into four sectors, with West Berlin surrounded by the GDR but lingering as a captivating showcase for Western values and goods. Following a failed Soviet attempt to expel the allies from West Berlin with a blockade in 1948–49, a second crisis ensued from 1958–61, during which the Soviet Union demanded once and for all the withdrawal of the Western powers and the transition of West Berlin to a “Free City.” Ultimately Nikita Khrushchev decided to close the border in hopes of halting the overwhelming exodus of East Germans into the West. The Organization for Security and Cooperation in Europe (OSCE), the world's largest regional security organisation, possesses most of the attributes traditionally ascribed to an international organisation, but lacks a constitutive treaty and an established international legal personality. Moreover, OSCE decisions are considered mere political commitments and thus not legally binding. As such, it seems to correspond to the general zeitgeist, in which new, less formal actors and forms of international cooperation gain prominence, while traditional actors and instruments of international law are in stagnation. However, an increasing number of voices - including the OSCE participating states - have been advocating for more formal and autonomous OSCE institutional structures, for international legal personality, or even for the adoption of a constitutive treaty. The book analyses why and how these demands have emerged, critically analyses the reform proposals and provides new arguments for revisiting the OSCE legal framework.

Which social groups originally had access to residential space in housing estates? What is the size, scale and geography of housing estates, their architectural and built environment composition, services and neighbourhood amenities, and metropolitan connectivity? How do housing estates contribute to the urban mosaic of neighborhoods by ethnic and socio-economic status? What types of policies and planning initiatives have been implemented in order to prevent the social downgrading of housing estates? The collection of chapters in this book addresses these questions from a new perspective previously unexplored in scholarly literature. The social aspects of housing estates are thoroughly investigated (including socio-demographic and economic characteristics of current and past inhabitants; ethnicity and segregation patterns; population dynamics; etc.), and the physical composition of housing estates is described in significant detail (including building materials; building form; architectural and landscape design; built environment characteristics; etc.). This book is timely because the recent global economic crisis and Europe’s immigration crisis demand a thorough investigation of the role large housing estates play in poverty and ethnic concentration. Through case studies of housing estates in 14 European centers, the book also identifies policy measures that have been used to address challenges in housing estates throughout Europe.
