In 1853, France annexed the Melanesian islands of New Caledonia to establish a convict colony and strategic port of call. Unlike other European settler–dominated countries in the Pacific, the territory’s indigenous people remained more numerous than immigrants for over a century. Despite military conquest, land dispossession, and epidemics, its thirty language groups survived on tribal reserves and nurtured customary traditions and identities. In addition, colonial segregation into the racial category of canaques helped them to find new unity. When neighboring anglophone colonies began to decolonize in the 1960s, France retained tight control of New Caledonia for its nickel reserves, reversing earlier policies that had granted greater autonomy for the islands. Anticolonial protest movements culminated in the 1980s Kanak revolt, after which two negotiated peace accords resulted in autonomy in a progressive form and officially recognized Kanak identity for the first time. But the near-parity of settlers and Kanak continues to make nation-building a challenging task, despite a 1998 agreement among Kanak and settlers to seek a “common destiny.” This study examines the rise in New Caledonia of rival identity formations that became increasingly polarized in the 1970s and examines in particular the emergence of activist discourses in favor of Kanak cultural nationalism and land reform, multiracial progressive sovereignty, or a combination of both aspirations. Most studies of modern New Caledonia focus on the violent 1980s uprising, which left deep scars on local memories and identities. Yet the genesis of that rebellion began with a handful of university students who painted graffiti on public buildings in 1969, and such activists discussed many of the same issues that face the country’s leadership today. After examining the historical, cultural, and intellectual background of that movement, this work draws on new research in public and private archives and interviews with participants to trace the rise of a nationalist movement that ultimately restored self-government and legalized indigenous aspirations for sovereignty in a local citizenship with its own symbols. Kanak now govern two out of three provinces and have an important voice in the Congress of New Caledonia, but they are a slight demographic minority. Their quest for nationhood must achieve consensus with the immigrant communities, much as the founders of the independence movement in the 1970s recommended.
How is colonial history taught in schools? And how do education systems impact power relations between Indigenous people and settlers? This book provides a unique contribution to international discussions about knowledge production and the teaching of colonial history in schools with a comparative analysis of two neighboring settler-colonial societies of the South Pacific. Angélique Stastny argues that school systems in Australia and Kanaky/New Caledonia continue to enact British/Australian and French colonialism, respectively, by leveraging historical narratives that fail to comprehend and willfully ignore the mechanisms and contemporaneity of settler colonialism. Settler regimes of ignorance are sustaining the political status quo of settler-colonial power. Stastny’s work examines this weaponization of ignorance in systems so often focused on the production of knowledge to deepen our understanding of how and why settler-colonial agendas operate in public primary and secondary schools. Ignored Histories takes the reader through the evolution of policy directives for history curricula, historiography and the narratives produced and disseminated in textbooks, and the author’s own ethnography on teachers’ actual practices and experiences. As the story unfolds, it traces the recounts of colonial wars and massacres in textbooks; presents modern accounts of the continuing marginalization—and outright exclusion—of Indigenous historians, practitioners, and knowledge from both curriculum development and pedagogy; problematizes students’ disengagement from learning about their own histories; and brings to light lingering effects of white supremacy and ways to counter them. Some history teachers, on an individual level, engage in insurgent educational strategies in an attempt to shift power relations between Indigenous people and settlers. From the interviews Stastny conducted, we learn that some of these teachers were fired; others successfully developed methods to destabilize and rethink institutional practices and effect change in the classroom. Ultimately, Stastny argues for a system-wide transformation that decolonizes history curricula and the teaching of history by prioritizing Indigenous resurgence, understandings, and knowledge; acknowledging and addressing the difficult truths of the past; and ethically shaping the stories of today.
Women are significantly underrepresented in politics in the Pacific Islands, given that only one in twenty Pacific parliamentarians are female, compared to one in five globally. A common, but controversial, method of increasing the number of women in politics is the use of gender quotas, or measures designed to ensure a minimum level of women’s representation. In those cases where quotas have been effective, they have managed to change the face of power in previously male-dominated political spheres. How do political actors in the Pacific islands region make sense of the success (or failure) of parliamentary gender quota campaigns? To answer the question, Kerryn Baker explores the workings of four campaigns in the region. In Samoa, the campaign culminated in a “safety net” quota to guarantee a minimum level of representation, set at five female members of Parliament. In Papua New Guinea, between 2007 and 2012 there were successive campaigns for nominated and reserved seats in parliament, without success, although the constitution was amended in 2011 to allow for the possibility of reserved seats for women. In post-conflict Bougainville, women campaigned for reserved seats during the constitution-making process and eventually won three reserved seats in the House of Representatives, as well as one reserved ministerial position. Finally, in the French Pacific territories of New Caledonia, French Polynesia, and Wallis and Futuna, Baker finds that there were campaigns both for and against the implementation of the so-called “parity laws.” Baker argues that the meanings of success in quota campaigns, and related notions of gender and representation, are interpreted by actors through drawing on different traditions, and renegotiating and redefining them according to their goals, pressures, and dilemmas. Broadening the definition of success thus is a key to an understanding of realities of quota campaigns. Pacific Women in Politics is a pathbreaking work that offers an original contribution to gender relations within the Pacific and to contemporary Pacific politics.
Secession and the Sovereignty Game offers a comprehensive strategic theory for how secessionist movements attempt to win independence. Combining original data analysis, fieldwork, interviews with secessionist leaders, and case studies on Catalonia, the Murrawarri Republic, West Papua, Bougainville, New Caledonia, and Northern Cyprus, Ryan D. Griffiths shows how the rules and informal practices of sovereign recognition create a strategic playing field between existing states and aspiring nations that he terms "the sovereignty game." To win sovereign statehood, all secessionist movements have to maneuver on the same strategic playing field while varying their tactics according to local conditions. To obtain recognition, secessionist movements use tactics of electoral capture, nonviolent civil resistance, and violence. To persuade the home state and the international community, they appeal to normative arguments regarding earned sovereignty, decolonization, the right to choose, inherent sovereignty, and human rights. The pursuit of independence can be enormously disruptive and is quite often violent. By advancing a theory that explains how sovereign recognition has succeeded in the past and is working in the present, and by anticipating the practices of future secessionist movements, Secession and the Sovereignty Game also prescribes solutions that could make the sovereignty game less conflictual.
ASALH 2023 Book Prize Winner A lively living history of anti-colonialist movements across the Atlantic, Pacific, and Indian Oceans Oceania is a vast sea of islands, large scale political struggles and immensely significant historical phenomena. Pasifika Black is a compelling history of understudied anti-colonial movements in this region, exploring how indigenous Oceanic activists intentionally forged international connections with the African world in their fights for liberation. Drawing from research conducted across Fiji, Australia, Vanuatu, Papua New Guinea, Britain, and the United States, Quito Swan shows how liberation struggles in Oceania actively engaged Black internationalism in their diverse battles against colonial rule. Pasifika Black features as its protagonists Oceania's many playwrights, organizers, religious leaders, scholars, Black Power advocates, musicians, environmental justice activists, feminists, and revolutionaries who carried the banners of Black liberation across the globe. It puts artists like Aboriginal poet Oodgeroo Noonuccal and her 1976 call for a Black Pacific into an extended conversation with Nigeria’s Wole Soyinka, the Nuclear Free and Independent Pacific’s Amelia Rokotuivuna, Samoa’s Albert Wendt, African American anthropologist Angela Gilliam, the NAACP’s Roy Wilkins, West Papua’s Ben Tanggahma, New Caledonia’s Déwé Gorodey, and Polynesian Panther Will ‘Ilolahia. In so doing, Swan displays the links Oceanic activists consciously and painstakingly formed in order to connect Black metropoles across the Atlantic, Pacific, and Indian Oceans. In a world grappling with the global significance of Black Lives Matter and state-sanctioned violence against Black and Brown bodies, Pasifika Black is a both triumphant history and tragic reminder of the ongoing quests for decolonization in Oceania, the African world, and the Global South.

This collection brings together a carefully curated selection of researchers from law, sociology, anthropology, philosophy, history, social ontology and international relations, in order to examine how law and custom interact within specific material and spatial contexts. Normativity develops within these contexts, while also shaping them. This complex relationship exists within all physical places from traditional agrarian spaces to the modern shifting post-industrial workplace. The contributions gathered together in this volume explore numerous examples of such spaces from different disciplinary perspectives to interrogate the dynamic relationship between custom and law, and the material spaces they inhabit. While there are a dynamic series of conclusions regarding this relationship in different material realities, a common theme is pursued throughout: a proper understanding of law and custom stems from their material locatedness within the power dynamics of particular spaces, which, in turn, are reflexively shaped by that same normativity. The book thus generates an account of the locatedness of law and custom, and, indeed, of custom as a source of law. In this way, it provides a series of linked explorations of normative spaces, but, more fundamentally, it also furnishes a cross-disciplinary toolkit of concepts and critical tools for understanding law and custom, and their relationship. As the diversity of the contributors indicates, this book will be of great interest to legal theorists of different traditions, also legal historians and anthropologists, as well as sociologists, historians, geographers and developmental economists.
