In recognition of its 20th anniversary, The IBM Center for the Business of Government offers a retrospective of the most significant changes in government management during that period and looks forward over the next 20 years to offer alternative scenarios as to what government management might look like by the year 2040. Part I will discuss significant management improvements in the federal government over the past 20 years, based in part on a crowdsourced survey of knowledgeable government officials and public administration experts in the field. It will draw on themes and topics examined in the 350 IBM Center reports published over the past two decades. Part II will outline alternative scenarios of how government might change over the coming 20 years. The scenarios will be developed based on a series of envisioning sessions which are bringing together practitioners and academics to examine the future. The scenarios will be supplemented with short essays on various topics. Part II will also include essays by winners of the Center’s Challenge Grant competition. This book argues that active citizenship and poverty are inextricably linked. A common sentiment in discussions of poverty and social policy is that decisions made about those living in poverty or near-poverty are illegitimate, inadvisable, and non-responsive to the needs and interests of the poor if the poor themselves are not involved in the decision-making process. Inside this intuitively appealing idea, however, are a range of potential contradictions and conflicts. These conflicts are at the nexus between active citizenship and technical expertise, between promotion of stability in governance and empowerment of people, between empowerment that is genuine and sustainable and empowerment that is artificial, and between a “war on poverty” that is built on the ideas of collaborative governance and one that is built on an assumption of rule of the elite. The poor have long been consigned to a group of “included-out” citizens. They are legally living in a place, but they are not afforded the same courtesies, entrusted with the same responsibilities, or respected in parallel processes as those citizens of greater means and those who behave in manners that are more consistent with “middle class” values. Poor citizens engaged in the “war on poverty” of the 1960s started to emerge and force their agenda through adversarial action and social protest. This book explores the clear linkages between engaged citizenship and poverty in the United States, revealing a war on poverty and impoverished citizenship that continues to develop in the twenty-first century.

In Bureaucracy’s Masters and Minions: The Politics of Controlling the U.S. Bureaucracy, the author argues that political control of the bureaucracy from the president and the Congress is largely contingent on an agency’s internal characteristics of workforce composition, workforce responsibilities, and workforce organization. Through a revised principal-agent framework, the author explores an agent-principal model to use the agent as the starting-point of analysis. The author tests the agent-principal model across 14 years and 132 bureaus and finds that both the president and the House of Representatives exert influence over the bureaucracy, but agency characteristics such as the degree of politization among the workforce, the type of work the agency is engaged in, and the hierarchical nature of the agency affects how agencies are controlled by their political masters. In a detailed case study of one agency, the U.S. Department of Education, the author finds that education policy over a 65-year period is elite-led, and that that hierarchical nature of the department conditions political principals’ influence. This book works to overcome three hurdles that have plagued bureaucratic studies: the difficulty of uniform sampling across the bureaucracy, the overuse of case studies, and the overreliance on the principal-agent theoretical approach.
