This book offers a new perspective about the Gulf Arab states entering a post-oil era by looking at the political factors behind the green transformation. It discusses the recent ‘environmental enthusiasm’ in the oil- and gas-rich Gulf monarchies by asking how political power can be constituted through advocating environmental sustainability. While hydrocarbon-wealthy Gulf monarchies have been viewed as the globe’s ‘hydrocarbon powerhouse’ with an immense ecological footprint, efforts towards sustainability and environmental protection measures are increasingly monitored. Climate Change, environmental, degradation and the global pressure towards a low-carbon development are threatening the very basis of economic and political power of the oil- and gas-exporting Gulf monarchies. So far, discussions about this fundamental transformation have barely elaborated how it affects and reorganizes political power games in the region. This book attempts to overcome the dominant focus of techno economic drivers of change and uncovers how environmental sustainability impacts state-society and state-elite relationships as well as shaping regional and even global geopolitics.
The world is currently undergoing an historic energy transition, driven by increasingly stringent decarbonisation policies and rapid advances in low-carbon technologies. The large-scale shift to low-carbon energy is disrupting the global energy system, impacting whole economies, and changing the political dynamics within and between countries. This open access book, written by leading energy scholars, examines the economic and geopolitical implications of the global energy transition, from both regional and thematic perspectives. The first part of the book addresses the geopolitical implications in the world’s main energy-producing and energy-consuming regions, while the second presents in-depth case studies on selected issues, ranging from the geopolitics of renewable energy, to the mineral foundations of the global energy transformation, to governance issues in connection with the changing global energy order. Sustainability is a topic of great interest today, particularly for the Gulf Cooperation Council (GCC) countries, which have witnessed very rapid economic and demographic growth over the past decade. The observed growth has led to unsustainable consumption patterns of vital resources such as water, energy, and food, highlighting the need for an urgent shift towards green growth and sustainable development strategies. Sustainability in the Gulf covers the region’s contemporary development challenges through the lens of the UN’s Sustainable Development Goals (SDGs), which place sustainability at the centre of the solution to the current environmental, economic, and social imbalances facing GCC countries. Global energy is on the cusp of change, and it has become almost a truism that energy is in transition. But what does this notion mean exactly? Relations between the European Union (EU) and the Gulf Cooperation Council (GCC) are at a crossroads. After the derailment of the negotiations for the Free Trade Agreement (FTA) in 2008, the cooperation between the two regional blocs has remained low-key in a number of different areas, while the unprecedented changes that have taken place in North Africa and the Middle East, the common neighbourhood of the EU and the GCC, have not led to a renewed, structured cooperation on foreign and security policy issues. This volume addresses the shortcomings and potential of EU-GCC relations by taking stock of their past evolution and by advancing policy recommendations as to how to revamp this strategic cooperation. In this light, it highlights the areas where greater room for manoeuvre exists in order to enhance EU-GCC relations, discusses the instruments available and sheds light on the features of the regional and international context that are likely to significantly influence the new phase in the mutual relation between the two blocs. The Cooperation Council for the Arab States of the Gulf (GCC) has been at the epicenter of global energy markets because of its substantial endowment of hydrocarbons. Yet countries in the region have also stated their intent to be global leaders in renewable energy. This collection explores the drivers for the widespread adoption of renewable energy around the GCC, the need for renewable energy and the policy-economic factors that can create success. All six countries within the GCC have plans to include renewable energy power generation in their energy mix for various reasons including: a growing demand for electricity because of increasing populations, an increasing government fiscal deficit due to inefficient subsidies, the need to diversify the economy and global pressure to meet climate change requirements. However, the decision of when and by how much to introduce renewable energy is fraught with complications. In this book, a stellar cast of regional policy and academic experts explore the reasons behind these renewable energy plans and the potential impediments to success, whether it be the declining cost of producing energy from hydrocarbons, an infrastructure which needs to be updated, social acceptance, lack of financing and even harsh weather.
