How global biotechnology is redefining "life itself." In the age of global biotechnology, DNA can exist as biological material in a test tube, as a sequence in a computer database, and as economically valuable information in a patent. In The Global Genome, Eugene Thacker asks us to consider the relationship of these three entities and argues that—by their existence and their interrelationships—they are fundamentally redefining the notion of biological life itself. Biological science and the biotech industry are increasingly organized at a global level, in large part because of the use of the Internet in exchanging biological data. International genome sequencing efforts, genomic databases, the development of World Intellectual Property policies, and the "borderless" business of biotech are all evidence of the global intersections of biology and informatics—of genetic codes and computer codes. Thacker points out the internal tension in the very concept of biotechnology: the products are more "tech" than "bio," but the technology itself is fully biological, composed of the biomaterial labor of genes, proteins, cells, and tissues. Is biotechnology a technology at all, he asks, or is it a notion of "life itself" that is inseparable from its use in the biotech industry? The three sections of the book cover the three primary activities of biotechnology today: the encoding of biological materials into digital form—as in bioinformatics and genomics; its recoding in various ways—including the "biocolonialism" of mapping genetically isolated ethnic populations and the newly pervasive concern over "biological security"; and its decoding back into biological materiality—as in tissue engineering and regenerative medicine. Thacker moves easily from science to philosophy to political economics, enlivening his account with ideas from such thinkers as Georges Bataille, Georges Canguilhem, Michel Foucault, Antonio Negri, and Paul Virilio. The "global genome," says Thacker, makes it impossible to consider biotechnology without the context of globalism.
There are three sections. The first considers the nature of the science itself, the normative questions rasied and the significance of gender responses. Following these broad issues, the second section addresses biotechnology in relation to international policial economy, trade and the environment, highlighting the politics of food and patents. The final section tackles the question of biological knowledge applied to weapons and the global responses.
Returning to the fundamentals of political science, namely power and governance, this book studies the relationship between information technologies and global politics. Key issue-areas are carefully examined: security (including information warfare and terrorism); global consumption and production; international telecommunications; culture and identity formation; human rights; humanitarian assistance; the environment; and biotechnology. Each demonstrates the validity of the view now prevalent within international relations research—the shifting of power and the locus of authority away from the state. Three major conclusions are offered. First, the nation-state must now confront, support, or coexist with other international actors: non-governmental and intergovernmental organizations; multinational corporations; transnational social movements; and individuals. Second, our understanding of instrumental and structural powers must be reconfigured to account for digital information technologies. Finally, and perhaps most importantly, information technologies are now reconstituting actor identities and issues.

After World War II, several late-developing countries registered astonishingly high growth rates under strong state direction, making use of smart investment strategies, turnkey factories, and reverse-engineering, and taking advantage of the postwar global economic boom. Among these economic miracles were postwar Japan and, in the 1960s and 1970s, the so-called Asian Tigers—Singapore, South Korea, and Taiwan—whose experiences epitomized the analytic category of the "developmental state." They have invested billions of dollars in biotech industries since the 1990s, but commercial blockbusters and commensurate profits have not followed. Industrial upgrading at the cutting edge of technological innovation is vastly different from the dynamics of earlier practices in established industries. The profound uncertainties of life-science-based industries such as biotech have forced these nations to confront a new logic of industry development, one in which past strategies of picking and making winners have given way to a new strategy of throwing resources at what remain very long shots. Betting on Biotech illuminates a new political economy of industrial technology innovation in places where one would reasonably expect tremendous potential—yet where billion-dollar bets in biotech continue to teeter on the brink of spectacular failure.
In recent years much has happened to justify an examination of biological research in light of national security concerns. The destructive application of biotechnology research includes activities such as spreading common pathogens or transforming them into even more lethal forms. Policymakers and the scientific community at large must put forth a vigorous and immediate response to this challenge. This new book by the National Research Council recommends that the government expand existing regulations and rely on self-governance by scientists rather than adopt intrusive new policies. One key recommendation of the report is that the government should not attempt to regulate scientific publishing but should trust scientists and journals to screen their papers for security risks, a task some journals have already taken up. With biological information and tools widely distributed, regulating only U.S. researchers would have little effect. A new International Forum on Biosecurity should encourage the adoption of similar measures around the world. Seven types of risky studies would require approval by the Institutional Biosafety Committees that already oversee recombinant DNA research at some 400 U.S. institutions. These "experiments of concern" include making an infectious agent more lethal and rendering vaccines powerless.

Biology and politics have converged today across much of the industrialized world. Debates about genetically modified organisms, cloning, stem cells, animal patenting, and new reproductive technologies crowd media headlines and policy agendas.
