The book presents a critical reflection on how the presence of «culture» in theory and practice of international relations is reflected in IR as a research field. The book consists of three parts: The culture in International Relations scholarship, culture in the practice of International Relations and culture in International Law.
There has been a growing recognition in the post-Cold War era that culture has increasingly become a factor in determining the course of today's complex and interconnected world. The U.S. experience in Afghanistan and Iraq extended this trend to national security and military operations. There is also a growing recognition by the national security community that culture is an important factor at the policy and strategy levels. Cultural proficiency at the policy and strategy levels means the ability to consider history, values, ideology, politics, religion, and other cultural dimensions and assess their potential effect on policy and strategy. The Analytical Cultural Framework for Strategy and Policy (ACFSP) is one systematic and analytical approach to the vital task of viewing the world through many lenses. The ACFSP identifies basic cultural dimensions that seem to be of fundamental importance in determining such behavior and thus are of importance in policy and strategy formulation and outcomes. These dimensions are (1) Identity, or the basis for defining identity and its linkage to interests; (2) Political Culture, or the structure of power and decisionmaking; and (3) Resilience, or the capacity or ability to resist, adapt or succumb to external forces. Identity is the most important, because it ultimately determines purpose, values and interests that form the foundation for policy and strategy to attain or preserve those interests.
This is the first book to frame U.S. public diplomacy in the broad sweep of American diplomatic practice from the early colonial period to the present. It tells the story of how change agents in practitioner communities – foreign service officers, cultural diplomats, broadcasters, citizens, soldiers, covert operatives, democratizers, and presidential aides – revolutionized traditional government-to-government diplomacy and moved diplomacy with the public into the mainstream. This deeply researched study bridges practice and multi-disciplinary scholarship. It challenges the common narrative that U.S. public diplomacy is a Cold War creation that was folded into the State Department in 1999 and briefly found new life after 9/11. It documents historical turning points, analyzes evolving patterns of practice, and examines societal drivers of an American way of diplomacy: a preference for hard power over soft power, episodic commitment to public diplomacy correlated with war and ambition, an information-dominant communication style, and American exceptionalism. It is an account of American diplomacy’s public dimension, the people who shaped it, and the socialization and digitalization that today extends diplomacy well beyond the confines of embassies and foreign ministries.
There have been few efforts to overcome the binary of China versus the West. The recent global political environment, with a deepening confrontation between China and the West, strengthens this binary image. Post-Chineseness boldly challenges the essentialized notion of Chineseness in existing scholarship through the revelation of the multiplicity and complexity of the uses of Chineseness by strategically conceived insiders, outsiders, and those in-between. Combining the fields of international relations, cultural politics, and intellectual history, Chih-yu Shih investigates how the global audience perceives (and essentializes) Chineseness. Shih engages with major Chinese international relations theories, investigates the works of sinologists in Hong Kong, Singapore, Pakistan, Taiwan, Vietnam, and other academics in East Asia, and explores individual scholars' life stories and academic careers to delineate how Chineseness is constantly negotiated and reproduced. Shih's theory of the "balance of relationships" expands the concept of Chineseness and effectively challenges existing theories of realism, liberalism, and conventional constructivism in international relations. The highly original delineation of multiple layers and diverse dimensions of "Chineseness" opens an intellectual channel between the social sciences and humanities in China studies.
The work attempts to present an Islamic paradigm of International Relations, whilst studying and critiquing the knowledge-power nexus of current and historical discourse in International Relations. It explores the historical development of dominant paradigms intrinsic to the discipline of IR as studied from a Euro-centric, Western perspective, and questions their efficacy in relation to the socio-economic-religious realities and context of the Muslim world. Terminologies and concepts are developed as integral aspects of an Islamic Civilizational Paradigm of International Relations, with premises rooted in the foundational sources of the Qur'an and the Sunnah. In constructing an Islamic Civilizational Paradigm of International Relations, a product of four decades of teaching and research at Cairo University, the author simultaneously challenges the place that Islam broadly occupies within secular paradigms currently dominating International Relations theory. She further explores the type of research questions and analysis that need to be addressed for an Islamic Civilizational Paradigm to have a viable future.
