This book examines regional economic integration in West Africa within the context of the institutional evolution of the Economic Community of West African States (ECOWAS). It uses the tools of the New Institutional Economics School (NIE) to explore the origins and development of the most recent ECOWAS Treaty. Particular attention is given to the interface between domestic legal arrangements and the success of open markets at the regional and international levels.
This book analyses the rapidly increasing role of African states, leaders and other political actors in international politics in the 21st Century. In contrast to the conventional approach of studying how external actors impacted on Africa’s international relations, this book seeks to open up a new approach, focusing on the impact of African political actors on international politics. It does this by analysing African agency – the degree to which African political actors have room to manoeuvre within the international system and exert influence internationally, and the uses they make of that room for manoeuvre. Bringing together leading scholars from Africa and Europe to explore the role and conception of African Agency, this book addresses a wide range of issues, from relations with western and non-western donors, Africa’s role in the UN and World Trade Organisation, negotiations over climate change, trade agreements with the European Union, regional diplomatic strategies, the character and extent of African state agency, and agency within corporate social responsibility initiatives. The financial system in the WAEMU remains largely bank-based. The banking sector comprises 106 banks and 13 financial institutions, which together hold more than 90 percent of the financial system’s assets (about 54 percent of GDP at end-2011). Five banks account for 50 percent of banking assets. The ownership structure of the sector is changing fast, with the rapid rise of foreign-owned (pan-African) banks. This contributes to higher competition but also rising heterogeneity in the banking system, with large and profitable cross-country groups competing with often weaker country-based (and sometime government-owned) banks. Nonbank financial institutions are developing quickly, notably insurance companies, but remain overall small. This paper presents a detailed analysis of the banking system.
Since independence, the West African sub-region has been an arena for a number of large-scale conflicts and civil wars, as well as simmering and low-intensity uprisings. Contrary to perceptions, West Africa in its post-independence history has experienced fewer conflict events and fatalities from conflict than the other sub-regions on the continent. The turn of the millennium has witnessed the recession of large-scale and conventional conflict, and it has ushered in new and emerging threats. The specters of religious extremism, maritime piracy, and narcotics trafficking threaten to undermine some of the progress achieved in recent years. The Challenge of Stability and Security in West Africa critically examines the key drivers of conflict and violence, and the way in which they impact the countries of the sub-region. In addition to emerging threats, these drivers include the challenges of youth inclusion, migration, sub-regional imbalances, and extractives, as well as challenges related to the fragility of political institutions and managing the competition for power, reform of the security sector, and weakness of institutions related to land management. The book explores how the sub-region, under the auspices of the regional organization ECOWAS, has become a pioneer on the continent in terms of addressing regional challenges. The Challenge of Stability and Security in West Africa also identifies key lessons in the dynamics of resilience in the face of political violence and civil war drawn from CÃ ́te d'Ivoire, Liberia, and Sierra Leone, that can be useful for countries around the world in similar situations. It incorporates knowledge and findings from leading experts and provides insights from academics and development practitioners. Finally, the book identifies possible policy and programmatic responses and directions for policy dialogue at the national and international levels.
Regional security institutions play a significant role in shaping the behavior of existing and rising regional powers by nurturing security norms and rules, monitoring state activities, and sometimes imposing sanctions, thereby formulating the configuration of regional security dynamics. Yet, their security roles and influence do not remain constant. Their raison d’etre, objectives, and functions experience sporadic changes, and some institutions upgrade military functions for peacekeeping operations, while others limit their functions to political and security dialogues. The question is: why and how do these variances in institutional change emerge? This book explores the mechanisms of institutional change, focusing on regional security institutions led by non-great powers. It constructs a theoretical model for institutional change that provides a new understanding of their changing roles in regional security, which has yet to be fully explored in the International Relations field. In so doing, the book illuminates why, when, and how each organization restructures its role, function, and influence. Using case studies of the Association of Southeast Asian Nations (ASEAN), the Economic Community of West African States (ECOWAS), and the Organization of African Unity (OAU)/ African Union (AU), it also sheds light on similarities and differences in institutional change between regional security institutions.

Sustainable infrastructure development is vital for Africa s prosperity. And now is the time to begin the transformation. This volume is the culmination of an unprecedented effort to document, analyze, and interpret the full extent of the challenge in developing Sub-Saharan Africa s infrastructure sectors. As a result, it represents the most comprehensive reference currently available on infrastructure in the region. The book covers the five main economic infrastructure sectors information and communication technology, irrigation, power, transport, and water and sanitation. 'Africa s Infrastructure: A Time for Transformation' reflects the collaboration of a wide array of African regional institutions and development partners under the auspices of the Infrastructure Consortium for Africa. It presents the findings of the Africa Infrastructure Country Diagnostic (AICD), a project launched following a commitment in 2005 by the international community (after the G8 summit at Gleneagles, Scotland) to scale up financial support for infrastructure development in Africa. The lack of reliable information in this area made it difficult to evaluate the success of past interventions, prioritize current allocations, and provide benchmarks for measuring future progress, hence the need for the AICD. Africa s infrastructure sectors lag well behind those of the rest of the world, and the gap is widening. Some of the main policy-relevant findings highlighted in the book include the following: infrastructure in the region is exceptionally expensive, with tariffs being many times higher than those found elsewhere. Inadequate and expensive infrastructure is retarding growth by 2 percentage points each year. Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today. However, money alone is not the answer. Prudent policies, wise management, and sound maintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket. Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.
