In early 1995 a series of seminars was held under the aegis of the Oxford Centre for Comparative Studies in Education, based in the Department of Educational Studies of the University of Oxford, on aspects of education and the European Union. The papers given at those seminars are collected together in this volume. They range from an overview of the legal position following the Maastricht Treaty, through an examination of what is meant by the 'European dimension' in education and a study of the curriculum in countries of the European Union, to analyses of faculty mobility and a case study of the Europeanisation of education in science and engineering.

Improvement in the quality of education is a concern shared by all the Member States of the European Community. The in-service training of teachers is a critical factor in the pursuit of this objective. Increasingly rapid changes in society (economic, technological, social, and cultural) mean that teachers are constantly faced with new syllabuses and the need for new instructional methodologies. However, there is little new blood entering the profession and there are few vacancies for new recruits because of the falling birthrate. Despite the particular characteristics of each country's educational system, there are many similarities in the objectives set for education by Member States and in the difficulties encountered when attempting to implement these objectives. Recommendations are made concerning the organization of in-service training, programs for in-service training, the teacher trainers, types of in-service activity, and links between initial and in-service training. Citizenship can be defined simply as being a member of political institutions. Citizenship, the first evidence of which is encountered in ancient Greek city-states in history, is found in the Roman state constitutionally for the first time. National citizenship, which became more important with the importance of nation-states, was supported by the concept of human rights after the French Revolution. Events and phenomena such as Reform, Industrialization, Democracy, Globalization, Digitalization, International Trade and Migration have given different dimensions to the concept of citizenship. Today, all states have determined the rights and duties of individuals as their citizens in their constitutions and convey the rights and responsibilities of citizenship to the students in school education. Societies with good citizens who know their rights and responsibilities are thought to develop and advance more in any area.
