The Imperial German Navy of WWI is a series of books (Warships, Campaigns, & Uniforms) that provide a broad view of the Kaiser's naval forces through the extensive use of photographs. This important new work describes how the Imperial German Navy, which had expanded to become one of the great maritime forces in the world, second only to the Royal Navy, proved, with the exception of its submarines, to be largely ineffective throughout the years of conflict.The impact of this impotence had a far-reaching effect upon the service. Germany, indeed most of Europe, was in the grips of a spirit of militant nationalistic fervour, and the inactivity of the great Imperial Navy caused deep frustration, particularly among the naval officers. Not only were they unable to see themselves as heroes, they were also ridiculed on the home front and felt profoundly humiliated. With the exception of the one sea battle at Jutland, their ships saw little or no action at sea and morale slowly collapsed to a point where, at the end of the war, the crews were in a state of mutiny. The seemingly ludicrous order that forced the fleet to go to sea against the British in 1918 was driven by a sense of humiliation, but coming at the war's end it triggered a revolution because the German sailors wanted no part in such madness. The internment at Scapa Flow was the ultimate shaming. Originally published in 1980 ‘Luxury’ Fleet (the phrase was Winston Churchill’s) was the first history of the Imperial German navy from 1888 to 1918. After tracing the historical background to German naval ambitions, the first two sections of the book analyse Admiral Tirpitz’s programme of building a battle fleet strong enough to engage the Royal Navy in the North Sea. The author shows the fleet in its European setting and describes the warships and the attitudes of the officer corps and seamen. The final section of the book discusses the tactical deployment of the German fleet during the First World War, both in home waters and overseas; and it weighs the balance between those who supported fleet actions in preference to those who favoured cruiser and submarine warfare.

His considerable talents as a politician, shipbuilder, strategist, propagandist and manager were to a great degree responsible for the High Seas Fleet encountered by the Royal Navy at Jutland. Ironically, von Tirpitz never commanded the navy he built. Weir does not fail to delineate the shortcomings of his naval system, which was responsible for the fact that those in charge of the fleet's operations played little part in its creation. Von Tirpitz's system also resulted in a disregard of the significance of U-boat potential and a lack of geographic, strategic, and operational considerations. Nevertheless, his profound influence in the navy persisted through the Weimar Republic and into the Third Reich, in the policies of Admiral Erich Raeder, veteran of Jutland.
