The purpose of this Good Practice Advice note is to provide information on good practice to assist local authorities, planning and other consultants, owners, applicants and other interested parties in implementing historic environment policy in the National Planning Policy Framework (NPPF) and the related guidance given in the National Planning Practice Guide (PPG). This document sets out information to help local planning authorities make well informed and effective local plans.
The identification of potential sites for developmentwithin a Local Plan is an important step in establishing where change andgrowth will happen across local authority areas, as well as the type ofdevelopment and when it should occur. This document is intended to offer advice to all thoseinvolved in the process, to help ensure that the historic environment plays apositive role in allocating sites for development. It offers advice on evidencegathering and site allocation policies, as well as setting out in detail anumber of steps to make sure that heritage considerations are fully integratedin any site selection methodology.
This PPG provides a full statement of Government policies for the identification and protection of historic buildings, conservation areas, and other elements of the historic environment. It explains the role played by the planning system in their protection, and complements the guidance on archaeology and planning given in PPG 16.
Local lists play an essential role in building and reinforcing a sense of local character and distinctiveness in the historic environment, as part of the wider range of designation. They enable the significance of any building or site on the list (in its own right and as a contributor to the local planning authority's wider strategic planning objectives), to be better taken into account in planning applications affecting the building or site or its setting. The advice supports local authorities and communities to introduce a local list in their area or make changes to an existing list, through the preparation of selection criteria, thereby encouraging a more consistent approach to the identification and management of local heritage assets across England. A local list can celebrate the breadth of the historic environment of a local area by encompassing the full range of heritage assets that make up the historic environment and ensure the proper validation and recording of local heritage assets. They also provide a consistent and accountable way of identifying local heritage assets, to the benefit of owners and developers who need to understand local development opportunities and constraints.
Why do we decide that parts of our built environment are worth the special attention that heritage designation brings? How can the character of conservation areas and other historic places continue to evolve to provide new housing, release their economic potential, and enhance communities? What are the principles to understand when judging the impact of new development or alterations to our significant heritage assets? And what about the future of conservation? This Historic England Advice Note updates previous guidance by English Heritage and CABE, produced in 2007. It seeks to guide people involved in planning for and designing tall buildings so that they may be delivered in a sustainable and successful way through the development plan and development management process.
