Scholars may have widely differing views of the Progressive Era, but all see business as holding the key to the reforms of that period. In this new book Judith Sealander amplifies our understanding of the relationship between business leaders and reform through a detailed examination of Dayton and the Miami Valley of Ohio. She focuses specifically on four progressive projects that made this nine-county region nationally known as a center for reform activism. The four "projects" include an extensive program of employee benefits instituted at the National Cash Register Company; the creation, in the Miami Conservancy District, of a massive flood prevention system; the institution of a new businesslike city-manager government in Dayton; and a new experimental approach to education in the region's public and private schools. Well grounded in the scholarly literature on progressivism and drawing from a rich trove of local manuscript sources, Judith Sealander has provided an integrated analysis of the role of business leadership in these four reform areas that corrects the exaggerated treatment business has often received. She shows how this one group of businessmen functioned as reformers, the "grand plans" they had for changing society, their merger of scientific engineering, business management, and moral fervor, and the benefits and costs of their kind of progressivism. Grand Plans contributes new insights into the Progressive Era and will interest scholars of that period as well as historians of American business, urban affairs, and reform.
Beginning on Easter Sunday, March 23, 1913, torrential rains across the Midwest dropped a record three months of rainfall in four days. Floodwaters funneled down Ohio's Miami Valley into the heart of the vibrant industrial city of Dayton. Levees burst, houses were swept away, and downtown was gutted by fires blazing from broken gas mains. At the end of Easter week, nearly 100 Daytonians had perished, and tens of thousands more were left homeless and destitute--a tragedy that made banner headlines in newspapers nationwide. Out of Dayton's ashes and mud rose fierce public resolve never again to suffer such destruction. The Great Dayton Flood of 1913 reproduces some 200 astounding photographs from the collections of the Dayton Metro Library and the Miami Conservancy District and the archives of the National Cash Register Company at Dayton History. They portray the terrifying flood, monumental destruction, heroic rescues, and compassionate leadership that occurred during the disaster and its immediate aftermath, as well as the pioneering flood-control engineering that has kept Dayton safe ever since.

The 1992 Los Angeles riots catapulted the problems of the city back onto the policy agenda. The cauldron of social problems of the city, as the riots showed, offers no simple solutions. Indeed, urban policy includes a range of policy issues involving welfare, housing, job training, education, drug control, and the environment. The myriad of local, state, and federal agencies only further complicates formulating and implementing coherent policies for the city. This volume, while not offering specific proposals to remedy the problems of the city, provides a broad historical context for discussing contemporary urban policy and for arriving at new prescriptions for relieving the ills of the American city. The essays address issues related to public housing, poverty, transportation, and the environment. In doing so, the authors discuss larger themes in urban policy as well as provide case studies of how policies have been implemented over time in specific cities. Of particular interest are two essays that discuss the role of the historian in shaping urban policy and the importance of historical preservation in urban planning.
