The book is the definitive conceptual and historical introduction to the concept of anti-access strategies. Unlike current studies, it is not simply technology focused. Nor is it primarily intended as critique of the current Air-Sea Battle concept. It combines conceptual thinking with historical examples and potential scenarios in order to identify options for future defense planning.Strategies of “anti-access,” also known as “area denial” (more recently combined into the awkward acronym “A2/AD”) are presumed to be the primary threats to the employment of U.S. military forces in overseas crises. This presumption has gradually evolved into a joint concept of “operational access.” Anti-access capabilities appear to be the current military posture of the People’s Republic of China and Islamic Republic of Iran. The study of anti-access or area denial strategies for use against American power projection capabilities has strong naval roots—which have been largely ignored by the most influential commentators. In reality, denial of access was the Soviet Navy’s operational objective during the Cold War. The first use of the actual anti-access term can be traced to a series of “anti-Navy” studies by the Office of Net Assessment designed to examine the ability of the U.S. Navy to carry out its Maritime Strategy and, later, “…From the Sea” strategic vision. Sustained long-range power projection is both a unique strength of U.S. military forces and a requirement for an activist foreign policy and forward defense. In more recent years, the logic of the anti-access approach has been identified by the Department of Defense as a threat to this U.S. capability and the joint force; countering it is one of the defense priorities identified in the President’s directions issued this past January. In addition to potential regional powers, a number of think-tanks have suggested that non-state actors, such as terrorist organizations, are developing anti-access/area denial capabilities. The book’s conclusions differ from most commentary on anti-access. Rather than a technology-driven post-Cold War phenomenon, the anti-access approach has been a routine element of grand strategy used by strategically weaker powers to confront stronger powers throughout history. But they have been largely unsuccessful when confronting a stronger maritime power. Although high technology weapons capabilities enhance the threat, they also can be used to mitigate the threat. Rather than arguing against reliance on maritime forces—presumably because they are no longer survivable—the historical analysis argues that maritime capabilities are key in “breaking the great walls.”
This book provides a comprehensive history of the modern Chinese navy from 1840 to the present. Beginning with a survey of naval developments in earlier imperial times, the book goes on to show how China has since the mid-19th century four times built or rebuilt its navy: after the Opium Wars, a navy which was sunk or captured by the Japanese in the war of 1894–1895; during the 1920s and 1930s, a navy again sunk or lost to Japan, in the war of 1937–1945; in the 1950s, a navy built with Soviet help, which stagnated following the Sino-Soviet split in the early 1960s; and finally the present navy which absorbed its predecessor, but with the most modern sections dating from the 1990s—a navy which continues to grow and prosper. The book also shows how the underlying strategic imperative for the Chinese navy has been the defense of China’s coasts and major rivers; how naval mutiny was a key factor in the overthrow of the Qing and the Nationalist regimes; and how successive Chinese governments, aware of the potent threat of naval mutiny, have restricted the growth, independence, and capabilities of the navy. Overall, the book provides—at a time when many people in the West view China and its navy as a threat—a rich, detailed, and realistic assessment of the true nature of the Chinese navy and the contemporary factors that affect its development.

In modern history, China has been primarily a land power, dominating smaller states along its massive continental flanks. But China’s turn toward the sea is now very much a reality, as evident in its stunning rise in global shipbuilding markets, its vast and expanding merchant marine, the wide offshore reach of its energy and minerals exploration companies, its growing fishing fleet, and indeed its increasingly modern navy. Yet, for all these achievements, there is still profound skepticism regarding China’s potential as a genuine maritime power. Beijing must still import the most vital subcomponents for its shipyards, maritime governance remains severely bureaucratically challenged, and the navy evinces, at least as of yet, little enthusiasm for significant blue water power projection capabilities. This volume provides a truly comprehensive assessment of prospects for China’s maritime development by situating these important geostrategic phenomena within a larger world historical context. China is hardly the only land power in history to attempt transformation by fostering sea power. Many continental powers have elected or been impelled to transform themselves into significant maritime powers in order to safeguard their strategic position or advance their interests. We examine cases of attempted transformation from the Persian Empire to the Soviet Union, and determine the reasons for their success or failure. Too many works on China view the nation in isolation. Of course, China’s history and culture are to some extent exceptional, but building intellectual fences actually hinders the effort to understand China’s current development trajectory. Without underestimating the enduring pull of China’s past as it relates to threats to the country’s internal stability and its landward borders, this comparative study provides reason to believe that China has turned the corner on a genuine maritime transformation. If that proves indeed to be the case, it would be a remarkable if not singular event in the history of the last two millennia.
