Government of 1716 City ocw York was written for the purpose of enabling the pupils of the schools to know their own city. The introductory chapters give in story form the purchase of Manhattan Island and its growth under the Dutch and English governments. They also give the history of the city immediately following the Revolution. The chapters take up each administrative depart ment of the city government from its very beginning and tell, in detail, of its development and the manner in which it is managed at the present time. In order to bring the book up to date each department of the municipal government was most carefully studied under the immediate and helpful supervision of the Commissioner or some one delegated by him. After each chapter was written it was read critically by an official of the department treated. For this reason it can be stated without hesitation that the book is accurately brought up to date. As can readily be seen the authors are under the greatest obligation to the heads of the administrative departments and others connected with the municipal government, who gave such generous help and kindly advice while the book was being revised. Governor Morgan immediately communicated it to the Legislature, which authorised in a few the enlist ment of volunteers for two years. Drill room and armory in the State became a scene of great activity, and by April 19, four days after the call, the Seventh New York, each man carrying forty-eight rounds of ball cartridge, received an enthusiastic ovation as it marched down Broadway on its way to Washington. There after, each day presented, somewhere in the State, a similar pageant. Men offered their services so much faster than the Government could take them that bitterness followed the fierce competition.14 By July 1 New York had despatched to the seat of war men - an aggregate that was swelled by December 30 to Loans to the govern ment, offered with an equally lavish hand, approximated in three months.
