The Globalization of the Bayh-Dole Act examines an overlooked metric associated with the impact of the Bayh-Dole Act, namely its effect on influencing university-based technology transfer policies in other countries. To substantiate this thesis, Bayh-Dole like university technology transfer policies in 20 other countries are reviewed. In an effort toward an assessment of these Bayh-Dole like policies, the monograph explores in each country higher education expenditures on research and development (R&D) before and after the Bayh-Dole like policies were adopted. The authors conclude that, in terms of this metric, in some countries the Bayh-Dole like policies have been more effective than in others.

Materials Science and Engineering (MSE) R&D is spreading globally at an accelerating rate. As a result, the relative U.S. position in a number of MSE subfields is in a state of flux. To understand better this trend and its implications for the U.S. economy and national security, the Department of Defense (DOD) asked the NRC to assess the status and impacts of the global spread of MSE R&D. This report presents a discussion of drivers affecting U.S. companies' decisions about location of MSE R&D, an analysis of impacts on the U.S. economy and national security, and recommendations to ensure continued U.S. access to critical MSE R&D.
Most discussions of U.S. economic competitiveness focus on the creation of new technologies, but the abundant evidence presented in this timely book indicates that the key factor underpinning U.S. competitiveness is not the development of technology itself, but the factors that influence the commercialization of technology. The importance of effective management and performance in the commercialization of new technologies reflects today's changing environment. The post-war decades of undisputed U.S. scientific and technological hegemony have been replaced by a period in which U.S. firms are challenged by foreign competitors in some fields, and struggling to regain their former positions in others. Although the U.S. scientific research establishment arguably has lost little if any of its post-war preeminence, the same cannot be said with respect to the performance of U.S. firms as developers, adapters, and managers of new technologies, largely because government policies have not been conducive to successful commercialization of technology. As we enter the last decade of the twentieth century, economic policy and performance are being linked more and more closely to technology-related issues. Technology commercialization is now recognized as critical to this linkage, and this book constitutes a state-of-the-art analysis of this vital but often overlooked aspect of technological innovation. The sixteen papers in this volume contribute to three important tasks. First, they draw on new developments in theoretical and empirical analysis to integrate the macro-and microeconomic dimensions of technological innovation and commercialization. Second, they extend and enrich the macroeconomic analysis of growth, capital formation, and international economic interactions to highlight the influences of macroeconomic variables on technology commercialization. Technology and capital investment are shown to be complementary inputs to the growth process, which means that favorable investment conditions are prerequisites for higher growth rates. Third, they also extend and enrich the microeconomic analysis of technological innovation and commercialization, in the process providing guidance for managers seeking to improve performance in both of the areas.

A Triple Helix of university-industry-government interactions is the key to innovation in increasingly knowledge-based societies. As the creation, dissemination, and utilization of knowledge moves from the periphery to the center of industrial production and governance, the concept of innovation, in product and process, is itself being transformed. In its place is a new sense of 'innovation in innovation' - the restructuring and enhancement of the organizational arrangements and incentives that foster innovation. This triple helix intersection of relatively independent institutional spheres generates hybrid organizations such as technology transfer offices in universities, firms, and government research labs and business and financial support institutions such as angel networks and venture capital for new technology-based firms that are increasingly developing around the world. The Triple Helix describes this new innovation model and assists students, researchers, and policymakers in addressing such questions as: How do we enhance the role of universities in regional economic and social development? How can governments, at all levels, encourage citizens to take an active role in promoting innovation in innovation and, conversely, how can citizens so encourage their governments? How can firms collaborate with each other and with universities and government to become more innovative? What are the key elements and challenges to reaching these goals?
This study discusses the opportunities and challenges offered by patents to foster technology transfer from government funded research institutions in developing countries. It presents a review of policy frameworks and recent policy changes aimed to foster academic patenting and technology transfer in low- and middle-income countries. It then analyzes patenting activities by universities and public research organizations and compares these trends with respect to high-income countries. This analysis is complemented with an assessment of the current state of patenting and technology commercialization practices in a selected group of technology transfer offices.
