By the beginning of 1964 public debate about the terms on which French and English culture could continue to co-exist within a single Canadian federal state had become intense. Many causes could be assigned for the intensity of the debate, but one of them evidently was the lack of clear formulation of the problems. It was in these circumstances that the Association of Canadian Law Teachers and the Canadian Political Science Association used their annual meeting at Charlottetown in 1964 to get, on each of four aspects of the current problem of Canadian federalism, a vigorously reasoned statement, by a French-Canadian and an English-Canadian scholar, of the essentials of the problem as he saw it and then, by way of invited commentaries, to bring the ideas more fully into play. The four aspects were: competing concepts of federalism, economic problems peculiar to our federal state, legal and political attitudes towards the BNA Act, and institutional problems of a revision of the Act.
Renewing and expanding national infrastructure is critical to the wellbeing and productivity of Canadians and is one of the foremost challenges confronting our federal, provincial and municipal governments. Not only are the required investments dauntingly large for all three levels of government, but so too is the required level of intergovernmental cooperation if our goals are to be realized. The 2015 State of the Federation volume advances our understanding of these infrastructure challenges and identifies how best to resolve them. The contributors to the volume provide historical or international comparative perspectives and utilize legal, economic, or administrative approaches to examine the nature and magnitude of the so-called infrastructure deficit and the question of how best to finance the necessary investments. The possible roles played by deficits and debt are considered, together with options such as public-private partnerships and asset recycling, and a possible Aboriginal resource tax to finance the on-reserve infrastructure needs of First Nations. Considerable attention is also paid to pricing the use of infrastructure both to achieve efficiency in use and to avoid excess demand and an exaggerated perception of the required level of investment. Other contributors examine the infrastructure-investment-decision processes at the federal and provincial levels and consider the optimal allocation of responsibility for infrastructure investments among the different levels of government, and the related issue of the role of intergovernmental transfers to underwrite this allocation.
Central to the thought of C.B. Macpherson (1911-1987) are his critique of the culture of ‘possessive individualism’ and his defence of liberal-democratic socialism. Resurgence of interest in his works is in reaction to the rise of neoliberalism and efforts to find an alternative to societies dominated by capitalist markets. This book is a comparison of the history and politics of two sister societies, comparing Canada with Australia, rather than, as is traditional, with the United Kingdom or the United States. It is representative of a particular interest in promoting more contact and exchange among Canadian and Australian scholars who were investigating various features of the two societies. Because some of them were individually involved in aspects of federalist studies, an examination of the early evolution of federalism in what once were the two sister dominions seemed quite an appropriate area in which to begin comparisons. The book discusses Canadian federalism from about 1864 to 1880 and Australian federalism from about 1897 to 1914.
