In the second of a proposed three-volume study, John and Jean Comaroff continue their exploration of colonial evangelism and modernity in South Africa. Moving beyond the opening moments of the encounter between the British Nonconformist missions and the Southern Tswana peoples, Of Revelation and Revolution, Volume II, explores the complex transactions—both epic and ordinary—among the various dramatis personae along this colonial frontier. The Comaroffs trace many of the major themes of twentieth-century South African history back to these formative encounters. The relationship between the British evangelists and the Southern Tswana engendered complex exchanges of goods, signs, and cultural markers that shaped not only African existence but also bourgeois modernity "back home" in England. We see, in this volume, how the colonial attempt to "civilize" Africa set in motion a dialectical process that refashioned the everyday lives of all those drawn into its purview, creating hybrid cultural forms and potent global forces which persist in the postcolonial age. This fascinating study shows how the initiatives of the colonial missions collided with local traditions, giving rise to new cultural practices, new patterns of production and consumption, new senses of style and beauty, and new forms of class distinction and ethnicity. By insisting on its dialectical nature, they demonstrate that colonialism can no longer be seen as a one-sided relationship between the conquering and the conquered. In Resisting Rebellion, Anthony James Joes explores insurgencies ranging across five continents and spanning more than two centuries. Analyzing examples from North and South America, Europe, Africa, and the Middle East, he identifies recurrent patterns and offers useful lessons for future policymakers. Insurgencies arise from many sources of discontent, including foreign occupation, fraudulent elections, and religious persecution, but they also stem from ethnic hostilities, the aspirations of would-be elites, and traditions of political violence. Because insurgency is as much a political phenomenon as a military one, effective counterinsurgency requires a thorough understanding of the insurgents' motives and sources of support. Clear political aims must guide military action if a counterinsurgency is to be successful and prepare a lasting reconciliation within a deeply fragmented society. The most successful counterinsurgency campaign undertaken by the United States was the one against Philippine insurgents following the Spanish-American War. But even more instructive than successful counterinsurgencies are the persistent patterns of errors revealed by Joes's comparative study. Instances include the indiscriminate destructiveness displayed by the Japanese in China and the Soviets in Afghanistan, and the torture of suspected Muslim terrorists by members of the French Army in Algeria. Joes's comprehensive twofold approach to counterinsurgency is easily applied to the U.S. The first element, developing the strategic basis for victory, emphasizes creating a peaceful path to the redress of legitimate grievances, committing sufficient troops to the counterinsurgent operation, and isolating the conflict area from outside aid. The second element aims at marginalizing the insurgents and includes fair conduct toward civilians and prisoners, systematic intelligence gathering, depriving insurgents of weapons and food, separating insurgent leaders from their followers, and offering amnesty to all but the most incorrigible. Providing valuable insights into a world of conflict, Resisting Rebellion is a thorough and readable exploration of successes and failures in counterinsurgency's long history and a strategy for the future.
The great romance and fear of bloody revolution--strange blend of idealism and terror--have been superseded by blind faith in the bloodless expansion of human rights and global capitalism. Flying in the face of history, violence is dismissed as rare, immoral, and counterproductive. Arguing against this pervasive wishful thinking, the distinguished historian Arno J. Mayer revisits the two most tumultuous and influential revolutions of modern times: the French Revolution of 1789 and the Russian Revolution of 1917. Although these two upheavals arose in different environments, they followed similar courses. The thought and language of Enlightenment France were the glories of western civilization; those of tsarist Russia's intelligentsia were on its margins. Both revolutions began as revolts vowed to fight unreason, injustice, and inequality; both swept away old regimes and defied established religions in societies that were 85% peasant and illiterate; both entailed the terrifying return of repressed vengeance. Contrary to prevalent belief, Mayer argues, ideologies and personalities did not control events. Rather, the tide of violence overwhelmed the political actors who assumed power and were rudderless. Even the best plans could not stem the chaos that at once benefited and swallowed them. Mayer argues that we have ignored an essential part of all revolutions: the resistances to revolution, both domestic and foreign, which help fuel the spiral of terror. In his sweeping yet close comparison of the world's two transnational revolutions, Mayer follows their unfolding--from the French Declaration of the Rights of Man and the Bolshevik Declaration of the Rights of the Toiling and Exploited Masses; the escalation of the initial violence into the reign of terror of 1793-95 and of 1918-21; the dismemberment of the hegemonic churches and religion of both societies; the "externalization" of the terror through the Napoleonic wars; and its "internalization" in Soviet Russia in the form of Stalin's "Terror in One Country." Making critical use of theory, old and new, Mayer breaks through unexamined assumptions and prevailing debates about the attributes of these particular revolutions to raise broader and more disturbing questions about the nature of revolutionary violence attending new foundations.
