The first major regional study of poverty and its relief in the seventeenth century: the first century of welfare. The English 'Old Poor Law' was the first national system of tax-funded social welfare in the world. It provided a safety net for hundreds of thousands of paupers at a time of very limited national wealth and productivity. The First Century of Welfare, which focusses on the poor, but developing, county of Lancashire, provides the first major regional study of poverty and its relief in the seventeenth century. Drawing on thousands of individual petitions for poor relief, presented by paupers themselves to magistrates, it peers into the social and economic world of England's marginal people. Taken together, these records present a vivid and sobering picture of the daily lives and struggles of the poor. We can see how their family life, their relations with their kin and their neighbours, and the dictates of contemporary gender norms conditioned their lives. We can also see how they experienced illness and physical and mental disability; and the ways in which real people's lives could be devastated by dearth, trade depression, and the destruction of the Civil Wars. But the picture is not just one of poor folk tossed by the tidesof fortune. It is also one of agency: about the strategies of economic survival the poor adopted, particularly in the context of a developing industrial economy, of the support they gained from their relatives and neighbours, andof their willingness to engage with England's developing system of social welfare to ensure that they and their families did not go hungry. This book provides a critical and theoretically-informed assessment of the nature and types of structural change occurring in the Irish welfare state in the context of the 2008 economic crisis. Its overarching framework for conceptualising and analysing welfare state change and its political, economic and social implications is based around four crucial questions, namely what welfare is for, who delivers welfare, who pays for welfare, and who benefits. Over the course of ten chapters, the authors examine the answers as they relate to social protection, labour market activation, pensions, finance, water, early child education and care, health, housing and corporate welfare. They also innovatively address the impact of crisis on the welfare state in Northern Ireland. This book explores the scope of reforms and changes in the social protection systems in Latin America that have started at the beginning of the 21st century. It describes how and to what extent changes in social protection systems and social policies have occurred in the region in recent decades. Taking a comparative approach, the volume identifies the triggers for the transformations and how such pressures are received by the welfare regime, or a specific policy sector, to finally yield a given type of reform. The analysis is characterized by the presence of certain factors that explain the development of social protection systems in Latin America, such as economic growth, the consolidation of democratic political regimes, and the region’s Left Turns. The book also examines to what extent common challenges and processes induced by international institutions have led to convergence among countries or welfare regimes, or whether each maintains its own identity.
What was American welfare like in George Washington's day? It was expensive, extensive, and run by local governments. Known as "poor relief," it included what we would now call welfare and social work. Unlike other aspects of government, poor relief remained consistent in structure between the establishment of the British colonies in the 1600s and the New Deal of the 1930s. In this book, Gabriel J. Loiacono follows the lives of five people in Rhode Island between the Revolutionary War and 1850: a long-serving overseer of the poor, a Continental Army veteran who was repeatedly banished from town, a nurse who was paid by the government to care for the poor, an unwed mother who cared for the elderly, and a paralyzed young man who attempted to become a Christian missionary from inside of a poorhouse. Of Native, African, and English descent, these five Rhode Islanders utilized poor relief in various ways. Tracing their involvement with these programs, Loiacono explains the importance of welfare through the first few generations of United States history. What are the grand dynamics that drive the accumulation and distribution of capital? Questions about the long-term evolution of inequality, the concentration of wealth, and the prospects for economic growth lie at the heart of political economy. But satisfactory answers have been hard to find for lack of adequate data and clear guiding theories. In this work the author analyzes a unique collection of data from twenty countries, ranging as far back as the eighteenth century, to uncover key economic and social patterns. His findings transform debate and set the agenda for the next generation of thought about wealth and inequality. He shows that modern economic growth and the diffusion of knowledge have allowed us to avoid inequalities on the apocalyptic scale predicted by Karl Marx. But we have not modified the deep structures of capital and inequality as much as we thought in the optimistic decades following World War II. The main driver of inequality--the tendency of returns on capital to exceed the rate of economic growth--today threatens to generate extreme inequalities that stir discontent and undermine democratic values if political action is not taken. But economic trends are not acts of God. Political action has curbed dangerous inequalities in the past, the author says, and may do so again. This original work reorients our understanding of economic history and confronts us with sobering lessons for today.
