The subject of this book is the control of software engineering. The rapidly increasing demand for software is accompanied by a growth in the number of products on the market, as well as their size and complexity. Our ability to control software engineering is hardly keeping pace with this growth. As a result, software projects are often late, software products sometimes lack the required quality and the productivity improvements achieved by software engineering are insufficient to keep up with the demand This book describes ways to improve software engineering control. It argues that this should be expanded to include control of the development, maintenance and reuse of software, thus making it possible to apply many of the ideas and concepts that originate in production control and quality control. The book is based on research and experience accumulated over a number of years. During this period I had two employers: Eindhoven University of Technology and Philips Electronics. Research is not a one-man activity and I would like to thank the following persons for their contributions to the successful completion of this project. First and foremost my Ph. D. advisers Theo Bemelmans, Hans van Vliet and Fred Heemstra whose insights and experience proved invaluable at every stage. The International Conference on Production Research has a good tradition: The fIrst Conference was held in Birmingham 1971 with 61 participants. With respect to the decision that the Conference should be held every second year, by this time the Conference has been held in the following countries: Birmingham (1971, UK), Copenhagen (1973, Denmark), Amhurst (1975, USA), Tokyo (1977, Japan), Amsterdam (1979, The Netherlands), Novi Sad (1981, Yugoslavia), Windsor (1983, Canada), Stuttgart (1985, Germany), and the next Conference will take place in Cincinnatti (1987, USA). The number of submitted abstracts and papers was continuously increas ing such that the Programme Committee of this actual 8th Conference on Production Research has been forced to introduce a further refereeing procedure. Each submitted abstract was presented to at least two referees. This resulted not only in a reduction of the number of presented full papers and poster contributions but, as the Programme Committee and the Editiors hope, it led also to a considerable increase in the scientifIc quality of this 8th International Conference on Production Research. The preceeding conference in Windsor, Canada, was dedicated to the topic: Production Research as a Means of Productivity Improvement. We don't believe that this statement has become untrue in the meanwhile.

Where are your painters, your composers, your architects, your writers, your filmmakers?” The book opens with Leonardo da Vinci and Qin Shi Huang asking embarrassed contemporary policy makers these questions. The first part of the book is therefore devoted to elaborating a model for producing culture. The model takes into account both the role played by creativity in the production of culture in a technologically advanced knowledge society. The second part of the book examines a selection of strategic sectors: fashion, material culture districts, gastronomy, creative industries, entertainment, contemporary art, museums. Special attention is paid to the role collective intellectual property rights play in increasing the quality of culture-based goods and services. In the conclusion policy makers in both developed and developing countries are urged to adopt policies that can foster creativity and promote culture.
In 1987 the Swedish National Board for Technical Development (STU, later becoming the Swedish National Board for Industrial and Technical Development, NUTEK) initiated a study of Sweden's Technological Systems and Future Development Potential. A comprehensive, interdisciplinary study was envisioned, yielding not only useful insight but also a permanent competence base for future analyses of technological systems and technology policy in Sweden. Three leading Swedish research institutes were invited to participate: the Industrial Institute for Economic and Social Research in Stockholm, the Department ofIndustrial Management and Economics at Chalmers University of Technology in Gothenburg, and the Research Policy Institute at the University of Lund. I was invited to direct the project. The project group decided to focus initially on a particular technological system, namely factory automation, to be followed by similar studies of other systems. Numerous publications have resulted from the project thus far. The current volume represents a summary of our work on factory automation. It consists of several original essays and of some previously published papers which have been edited, in some cases substantially, in order to form a comprehensive and coherent picture of a technological system. To our knowledge, this is the first in-depth analysis of a technological system designed as a component of a systematic study of technological systems more generally. At the time of this writing, three further studies on electronics and computers, pharmaceuticals, and powder technology are under way, to be published in a later volume.
