This book explores the external dimension of the ambitious EU policy on human trafficking. Through this policy the EU institutions and Member States promote the eradication of human trafficking and support, to that end, cooperation with their partners, being third States or international organisations. Analysing the unilateral and multilateral mechanisms the EU uses to achieve these aims, the book questions whether the EU's external response to human trafficking addresses it in all its dimensions, and whether it does so in a coherent way. As a case study, the book explores the cooperation of the EU with countries of the Western Balkans, which constitutes a specific unilateral mechanism. The analysis of the multilateral mechanisms covers the cooperation of the EU with key international and regional organisations combating human trafficking, including but not limited to the Council of Europe or the United Nations Office on Drugs and Crime. "This book seeks to determine to what extent the European Union's efforts to promote its approach to combating trafficking in human beings at the external level contribute to their adoption and implementation outside its borders. It is divided in three parts. The first part aims to identify the legal context in which the European Union conducts its externalisation efforts. In the second part, the work done by other actors who are also involved in promoting anti-trafficking activities in the Western Balkans region is analysed, as it also participates to the development of counter-trafficking measures and promote cooperation. This book examines the varied competences of the European Union (EU) in relation to its capacity to externalize its policy preferences. Specifically, it explores the continued resilience within the EU’s policy toolbox of supranational modes of governance beyond the State. The book first situates European experiences of supranationality in relations to the wide variety of regional and global modes of governance it comes into contact with when seeking to deal with an increasingly complex and fragmented international environment. Over the course of its subsequent sections, the book analyses the resilience, flexibility and adaptability of the EU’s supranational practices across a significant cross-section of policy fields, for example, Area Freedom of Justice, Justice and Security; Socio-economic Governance; or Trade Policies. Overall, these chapters unpack the impact of the EU’s internal institutional complexity on the EU's external capacity to export its preferences in an increasingly fragmented international environment. This in turn, sees the book also question whether the EU has the institutional tools to guarantee and implement consistency between its internal and external policies. This report, which comprises three booklets, provides a comprehensive analysis of the crime of trafficking in persons and how different countries are responding to this crisis. Countries worldwide have been detecting and reporting a larger number of victims and are also convicting more traffickers than ever before. This may well be the result of an increase in the capacity to identify victims over the last few years. While the number of reporting countries did not significantly increase, the number of victims reported in different countries did increase. The trend has unfortunately been growing over the past few years.
Sweden and the U.S. have each taken leading roles in the global fight against trafficking in persons. The American approach emphasizes strengthening legal codes and law enforcement tools while enhancing services to victims, and has led to a victim-centered approach. The Swedish model criminalizes demand for trafficking and handling the ¿supply¿ through more admin. means, and has led to an equality-centered approach. Both countries believe sex trafficking is an international issue that requires a mixture of law enforcement, social welfare and foreign policies to solve. This report compares the responses in the U.S. and Sweden to identify synergies and divergences that might impact practice in both countries. Illustrations.
The 2020 UNODC Global Report on Trafficking in Persons is the fifth of its kind mandated by the General Assembly through the 2010 United Nations Global Plan of Action to Combat Trafficking in Persons. It covers more than 130 countries and provides an overview of patterns and flows of trafficking in persons at global, regional and national levels, based primarily on trafficking cases detected between 2017 and 2019. As UNODC has been systematically collecting data on trafficking in persons for more than a decade, trend information is presented for a broad range of indicators.
