The 1960s and 1970s saw a marked change in the approach to built heritage conservation. From a focus on the preservation of individual buildings, attention turned to the conservation, regeneration, and reuse of entire historic districts. A key player in this process was the Belgian art and architecture historian Raymond Lemaire (1921–1997), yet beyond those in conservation circles few people know of his work and influence or even recognize his name. In this book, Claudine Houbart traces how the change came about and the role played by Lemaire. She describes his work and influence and in so doing provides a history of urban conservation over the last four decades of the twentieth century and beyond. The first chapter summarizes Lemaire’s background from his training during the Second World War and his work as a Monuments Man immediately after the war, to his role in the drafting of the Venice Charter and his appointment as Secretary General of ICOMOS (International Council on Monuments and Sites). The next chapter describes the rehabilitation of Great Beguinage in Louvain. Now a UNESCO World Heritage Site, the project was directed by Lemaire and is a perfect example of the restoration of an entire district. The following chapter provides case studies of his work in Brussels, demonstrating his methodology in action. The final chapter discusses the transposition of the model of the historic city to urban projects and summarizes Lemaire’s influence on heritage conservation today, particularly integrated conservation. His participation in drafting key conservation documents sponsored by the Council of Europe, UNESCO and ICOMOS, and his desire to revise the Venice Charter are discussed. The book’s conclusion reflects on what has gone before, ending aptly with Lemaire’s own words ‘the past, properly understood, is one of the references for judging the value of today and tomorrow’.

The value of heritage for society is increasingly underscored. This goes hand in hand with a growing interest for local communities’ involvement in heritage management plans. Although this shift in discourse is acknowledged, its practical implementation seems often too ambitious and not easy to apply. Therefore, the Raymond Lemaire International Centre for Conservation (RLICC, University of Leuven) considered “community participation in valuing and managing heritage” a relevant and timely topic for its annual international conference, the “Thematic Week”. This volume reports on the lectures and fruitful debates dedicated to this theme during the 2014 Thematic Week, which took place January 22nd-24th. The conference entailed an integral and holistic approach towards community participation. Focusing traditionally on the conservation of the historic urban environment and immovable heritage, the RLICC took the opportunity to involve both the intangible and movable heritage fields which have a more apparent relation with community participation in managing heritage. The contributions by different international authors, including theoretical reflections, policy / discourse analyses and practical case studies, show that a balanced approach is needed. They evidence that more research is required on the success and on failure factors associated with community participation in heritage preservation and management projects. It appears that taking full advantage of public participation requires considering heritage as an economic, social and intellectual resource for local communities. These added benefits can enhance the value a community attributes to heritage and encourages them to maintain it. This publication was developed in context of the UNESCO Chair on Preventive Conservation, Monitoring and Maintenance of Monuments and Sites (PRECOM3OS), established at the RLICC in collaboration with Monumentenwacht Vlaanderen and the Faculty of Architecture of the University of Cuenca in Ecuador and financially supported by the Janssen Fund for Preventive Conservation.
The idea of heritage as a “capital of irreplaceable cultural, social and economic value” was already present in the European Charter of the Architectural Heritage, adopted by the Council of Europe in 1975 (par.3). Today, this discourse is getting increasing attention on the research agenda. Some argue that, although heritage is always valued highly, the current interest in the impact of heritage is caused by the democratisation of heritage and the increased importance of heritage in today’s society. Others argue that a universal scarcity of funds for heritage management and conservation is the reason to give it its proper attention. Therefore, the Raymond Lemaire International Centre for Conservation (University of Leuven) considered “Heritage Counts” a relevant and timely topic for its yearly international conference, the “thematic week”. This edition twins with the “Cultural Heritage Counts for Europe” project, funded by the EU Culture Programme. The opening day of the conference was co-organised by the lead partner of this project, EUROPA NOSTRA, and brought together European policymakers and international researchers involved in cultural heritage. This volume specifically reports on the lectures and fruitful debates on heritage impact during the 2015 thematic week. It was observed that evolutions in discourse and policy hold a significant prospect, which also entail an increasing demand for shared insights and formation. In response, this publication reflects on heritage impact by providing research, case studies and reflections that can serve as baseline records, guidance - and hopefully inspiration. The findings are subdivided in three main chapters: “Framing the paradigm”, “Impact assessments: research, methods and practice” and “Linking management, conservation and sustainable development”.
This volume focuses on the implementation of the 2011 UNESCO Recommendation on the Historic Urban Landscape (HUL approach), designed to foster the integration of heritage management in regional and urban planning and management, and strengthen the role of heritage in sustainable urban development.Earlier publications and research looked at the underlying theory of why the HUL approach was needed and how this theory was developed and elaborated by UNESCO. A comprehensive analysis was carried out in consultation with a multitude of actors in the twenty-first-century urban scene and with disciplinary approaches that are available to heritage managers and practitioners to implement the HUL approach.This volume aims to be empirical, describing, analyzing, and comparing 28 cities taken as case studies to implement the HUL approach. From those cases, many lessons can be learned and much guidance shared on best practices concerning what can be done to make the HUL approach work.Whereas the previous studies served to illustrate issues and challenges, in this volume the studies point to innovations in regional and urban planning and management that can allow cities to avoid major conflicts and to further develop in competitiveness. These accomplishments have been possible by building partnerships, devising financial strategies, and using heritage as a key resource in sustainable urban development, to name but a few effective strategies.For these reasons, this volume is primarily pragmatic, linked to the daily work and challenges of practitioners and administrators, using specific cases to assess what was and is good about current practices and what can be improved, in accordance with the HUL approach and aims.
The Future of the Past is a biennial conference generally carried out during the commemoration date of the incorporation of Santa Ana de Los Ríos de Cuenca Ecuador as a World Heritage Site (WHS). It initiated in 2014, organized by the City Preservation Management research project (CPM) of the University of Cuenca, to create a space for dialoguing among interested actors in the cultural heritage field. Since then, this space has served to exchange initiatives and to promote coordinated actions based on shared responsibility, in the local context. The third edition of this conference took place in the context of the 20th anniversary of being listed as WHS and a decade of CPM as the Southern host of the PRECOM3OS UNESCO Chair (Preventive Conservation, Maintenance and Monitoring of Monuments and Sites). For the very first time, and thanks to the collaboration with the Raymond Lemaire International Centre for Conservation of the University of Leuven (Belgium), the conference expanded its local scope. On this occasion, contributions reflected round a worldwide challenge in the cultural field: revealing the paths towards participatory governance of cultural heritage. Participatory governance is understood as institutional decision-making structures supported by shared responsibilities and rights among diverse actors.
