The Lisbon Treaty, which came into force in December 2009, aims to make the European Union both more efficient and legitimate. Two new important posts were created; an elected President of the European Council and a High Representative (HR) of the Union for Foreign and Security Policy who will also be a Vice-President of the Commission. This book analyses the institutional and administrative achievements of the Lisbon agenda, most ambitious plan of the European Union over the last ten years. It was published as a special issue of the Journal of European Public Policy.
The focus of this book is on the fifteen-member European Union but its coverage extends to many other bodies which form part of today's Europe, such as the Council of Europe, the European Economic Area and Western European Union.
On 1 December 2009 the Treaty of Lisbon entered into force. Although often described as primarily technical, it significantly amended the Treaty on the European Union (TEU) and the old EC Treaty (now the Treaty on the Functioning of the European Union, TFEU). The authors' aim in this book is to explore what the Treaty means for social law and social policy at the European level. The first part of the book on the general framework looks - at a time of financial crisis - for new foundations for Europe's Social market economy, questions the balance between fundamental social rights and economic freedoms, analyses the role of the now binding Charter of Fundamental Rights, maps the potential impact of the horizontal clauses on social policy and addresses the possibilities for social partners to enlarge their role in labour law and industrial relations. The second part, on the social framework of the Treaty, focuses on the development of the Union's competences. In it the authors evaluate the consequences of the new general framework on social competences, analyse the evolution of the principle of subsidiarity and its impact in the new Treaty, look at the coordination of economic policies in the light of fundamental rights, and analyse the adoption in the Treaty of a new architecture for services of general interest.

The European Parliament in the Contested Union provides a systematic assessment of the real influence of the European Parliament (EP) in policy-making. Ten years after the coming into force of the Treaty of Lisbon, which significantly empowered Europe’s only directly elected institution, the contributions collected in this volume analyse whether, and under what conditions, the EP has been able to use its new powers and shape decisions. Going beyond formal or normative descriptions of the EP’s powers, this book provides an up-to-date and timely empirical assessment of the role of the EP in the European Union, focusing on key cases such as the reforms of the EU’s economic governance and asylum policy, the Brexit negotiations and the budget. The book challenges and qualifies the conventional view that the EP has become more influential after Lisbon. It shows that the influence of the EP is conditional on the salience of the negotiated policy for the Member States. When EU legislation touches upon ‘core state powers’, as well as when national financial resources are at stake, the role of the EP – notwithstanding its formal powers – is more constrained and its influence more limited. The sixteenth edition of Social policy in the European Union: state of play has a triple ambition. First, it provides easily accessible information to a wide audience about recent developments in both EU and domestic social policymaking. Launched in March 2010 by the European Commission, the Europe 2020 strategy aims to achieve "smart, sustainable, and inclusive" growth. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.
