During the last 15 years, the concept of administrative culture has won increasing interest in administrative science and practice. Besides the "hardware" composed of its legal and organizational structure, public administration is marked by the "software," unwritten norms, values, and orientations. The culture component is essential for successful co-operation between different institutions, because ignoring the cultural background is often a reason for misunderstandings. This book clarifies the conceptual and methodological approach of administrative culture. Furthermore, it delivers the administrative culture passport of nine European countries - traditional and new EU member states - and of Turkey.
This open access book presents a topical, comprehensive and differentiated analysis of Germany’s public administration and reforms. It provides an overview on key elements of German public administration at the federal, Länder and local levels of government as well as on current reform activities of the public sector. It examines the key institutional features of German public administration; the changing relationships between public administration, society and the private sector; the administrative reforms at different levels of the federal system and numerous sectors; and new challenges and modernization approaches like digitalization, Open Government and Better Regulation. Culture, Leadership, and Organizations reports the results of a ten-year research program, the Global Leadership and Organizational Behavior Effectiveness (GLOBE) research program. GLOBE is a long-term program designed to conceptualize, operationalize, test, and validate a cross-level integrated theory of the relationship between culture and societal, organizational, and leadership effectiveness. A team of 160 scholars worked together since 1994 to study societal culture, organizational culture, and attributes of effective leadership in 62 cultures. Culture, Leadership, and Organizations: The GLOBE Study of 62 Societies reports the findings of the first two phases of GLOBE. The book is primarily based on the results of the survey of over 17,000 middle managers in three industries: banking, food processing, and telecommunications, as well as archival measures of country economic prosperity and the physical and psychological well-being of the cultures studied. GLOBE has several distinguishing features. First, it is truly a cross-cultural research program. The constructs were defined, conceptualized, and operationalized by the multicultural team of researchers. Second, the industries were selected through a polling of the country investigators, and the instruments were designed with the full participation of the researchers representing the different cultures. Finally, the data in each country were collected by investigators who were either natives of the cultures studied or had extensive knowledge and experience in that culture. A unique feature of this book is that while it is an edited book and many experts have written the different chapters, unlike other edited books, it is a fully integrated, seamless, and cohesive book covering the many aspects of the theory underpinning the GLOBE.
In 1987, the Santiago de Compostela Declaration laid the foundations for the first Council of Europe Cultural Route, highlighting the importance of our rich, colourful and diverse European identities. Today, the Council of Europe Enlarged Partial Agreement (EPA) on Cultural Routes oversees 29 routes connecting culture and heritage across Europe. Cultural Routes are powerful tools for promoting and preserving these shared and diverse cultural identities. They are a model for grass-roots cultural co-operation, providing important lessons about identity and citizenship through a participative experience of culture. From the European Route of Megalithic Culture with its monuments built as long as 6 000 years ago, to the ATRIUM route of Architecture of Totalitarian Regimes, the routes contain elements of our past which help us to understand the present and to approach the future with confidence. The Cultural Routes also stimulate thematic cultural tourism in lesserknown parts of the continent, helping to develop economic and social stability in Europe. This book provides an anthropological analysis of the cultural formation, practices and experiences of the first generation of Slovenes working in the institutions of the European Union. On 1 May 2004, Slovenia became a full-fledged member of the European Union and was thus formally incorporated into the processes of European integration redefining the relations among EU member states. European integration processes take place at multiple, interlocking levels — from the level of government bodies to the level of individual social actors. The numerous Slovenes who were successful in attaining the positions available for citizens from new member states now work as Eurocrats at multiple locations across the EU’s institutional network. This work explores European integration from the perspective of Slovene Eurocrats by analyzing how Slovenes plot careers and lives in European terms.To this end, the author examines the experiences of Slovene Eurocrats in Brussels within the broader context of their life experiences and professional formation. This book includes research papers submitted to and presented during the first international conference on Cultural Sustainable Tourism (CST) that was held in Thessaloniki, Greece in November of 2017. Discussing complex relations between Culture, tourism, and the role of planners and architects in their maintenance, this conference was jointly organized by IEREK –International Experts for Research Enrichment and Knowledge Exchange- and Aristotle University of Thessaloniki. The conference was an attempt to shed a light on the significance of Culture and Heritage as two important factors attracting tourists and promoting economic growth and convey civilizations through tourism. Themes covered in this book give an overview on current research and topics of discussion that focus on Cultural sustainable tourism through several sections. The first section, titled “Art, Architecture and Culture”, discusses urban regeneration as a road to the preservation of cultural and tourist destinations and the importance of understanding and benefitting from our heritage to allow for modern day improvements. “Heritage Tourism”, the section 2 of the book, is more focused on offering nontraditional solutions and management plans to sustain cultural tourism and improve quality of life around historically significant areas.
