Faced with the deepest economic crisis in its history, the European Union established a seminal COVID-19 recovery package relying on common debt. This book analyses the European Council's key role as a crisis manager and transformative force of the EU system. Combining thick descriptions of the history-making events of 2020-21 with EU theorising, we explain and critically assess the innovative set-up of the recovery package. Inside the European Council, we find a remarkable impetus for political consensus among national leaders. However, their detailed and ambiguous decisions at times came at the cost of political delay, legal uncertainty, and thin public scrutiny.

Conflict prevention and crisis management has become a key activity for the EU since the creation of the Common Security and Defence Policy in 1999. This paper focuses on the functioning of EU civiliancrisis management (CCM) as one of the elements of the EU's'external action'. In particular, it examines the consistency and coordination (at the institutional and operational level) between the different EU civilian instruments.
This book explores European Union crisis management and draws implications for its role as an international security actor. The success of EU crisis management has varied greatly and this book aims to identify the key factors that explain the differing degrees of coherence through a comparative analysis of its multidimensional crisis responses in Africa. The empirical focus lies on three prominent EU crisis management cases, namely Libya in 2011, Somalia in 2011-2012, and the Sahel in 2012-2013. It analyses the activities and interaction of EU institutional actors and member states, with a focus on France, the United Kingdom, and Germany. The book argues that the EU represents a rather unpredictable security actor, whose multi-level coherence is contingent on the congruence of domestic economic and electoral interests, as well as national threat perceptions, and the extent to which EU-level coherence norms resonate with national norms on the use of force and modes of multilateral cooperation. In sum, this book offers systematic insight into EU crisis management and clarifies the conceptual and empirical boundaries of the comprehensive approach. Finally, the study of the micro-foundations of coherence allows for policy-relevant suggestions on the EU’s future role as a security actor. This book will be of much interest to students of EU policy, European Security, Peace and Conflict Studies, African Politics and IR in general.
When EU member states signed the Treaty of Lisbon in 2007, they did not anticipate the manifold crises in store for them over the following years. Instead of the intended consolidation of a Union which had just gone through its most profound modernisation and biggest round of enlargements, the EU has since then had to weather a wide range of political, economic, social, legal, health and even military crises with major repercussions within and beyond its own territory. Indeed, this time of polycrisis has induced change on many levels: Across the continent and its many fora of European supra-, trans- and international collaboration, established institutions, rule systems and normative frameworks have been put into question and power balances have been shifting. Against this background, actors from social, political, economic and cultural life have sought new ways to overcome the manifold pressing problems of their time, be it through intensified collaboration or attempts to increasingly resolve issues at the national level. This volume offers a compilation of case studies on EU crisis responses, covering the most impactful of the various crises the EU has had to face in recent years.
