In recent years, the failure of the constitutional process, the difficult ratification and implementation of the Lisbon Treaty, as well as the several crises affecting Europe have revitalized the debate on the nature of the European polity and the balance of powers in Brussels. This book approaches the notion of good governance from three different angles. First it establishes whether it is a meaningful notion at all by taking a closer look at the parameters of good governance. Secondly, the authors look at the institutional translation of the criteria of good governance. In a third dimension, the concept may be analysed in relation to a number of substantive issues.
The high level Douro seminars are now a well-established tradition in the annual activities promoted by Hedda, a European consortium of nine centres and ins- tutes devoted to research on higher education, and CIPES, its Portuguese associated centre. At the seminars, each member of a small group of invited researchers presents and discusses an original research-based paper that is revised afterwards taking into account the comments of the participating colleagues. The revised papers form the basis for the annual thematic book published by Springer in the book series called Higher Education Dynamics (HEDY). Paying tribute to the regularity of the seminars, it was decided that the volumes originating from the initiative would be collected in a ‘series in the series’ called the Douro Series. Previous seminars were dedicated to in-depth analyses of different aspects of higher education systems and institutions, including institutional governance, the emergence of managerialism, markets as instruments of public policy, cost-sharing and accessibility of students to higher education and developments in quality assurance. The present volume aims at analysing the change process which the European university is undergoing as a consequence of European integration efforts. In the case of higher education, these have materialised, amongst other things, in the - plementation of the Bologna process, while the Lisbon summit also has important consequences for the university. In March 2000, the Lisbon European Council set the goal for the EU to become the most competitive and dynamic knowledge-based society in the world by 2010.
The twenty years since the signing of the Maastricht Treaty have been marked by an integration paradox: although the scope of European Union (EU) activity has increased at an unprecedented pace, this increase has largely taken place in the absence of significant new transfers of power to supranational institutions along traditional lines. Conventional theories of European integration struggle to explain this paradox because they equate integration with the empowerment of specific supranational institutions under the traditional Community method. New governance scholars, meanwhile, have not filled this intellectual void, preferring instead to focus on specific deviations from the Community method rather than theorizing about the evolving nature of the European project. The New Intergovernmentalism challenges established assumptions about how member states behave, what supranational institutions want, and where the dividing line between high and low politics is located, and develops a new theoretical framework known as the new intergovernmentalism. The fifteen chapters in this volume by leading political scientists, political economists, and legal scholars explore the scope and limits of the new intergovernmentalism as a theory of post-Maastricht integration and draw conclusions about the profound state of political disequilibrium in which the EU operates. This volume is the first detailed study of the emergence of regular and frequent heads of government meetings (summits), covering the period from the mid-1970s to the early 1990s. Summit meetings of heads of government have become 'banal' in today's world. Yet they are a relatively recent practice that took off only in the mid-1970s. The aim of the book is to explore the origins of this new feature of global governance in its historical context. Why did heads of Western governments decide to regularly meet up in the European Council and the G7? What were they aiming at? How were these meetings run and what consequences did they have? How did other actors of international relations – states as well as non-state and/or transnational actors - react to this transformation? Based on newly released archival material, International Summitry and Global Governance investigates the rise of regular international summitry and its impact on international relations. The volume brings together the best specialists of this new field of historical enquiry in order to explore those features of global governance in their historical context, and open up an interdisciplinary dialogue with social scientists who have studied summits from their own disciplinary perspectives. Jan Werts brings a unique perspective to the European Council. As a journalist, he has reported on the spot from virtually every European Council meeting since the start in the 1970s, a witness to countless episodes of last-minute arm-twisting and creative compromise. As a scholar, he wrote the first ever doctoral dissertation on the European Council, published in 1992. In 2008 another book carried the story forward to the verge of the start of the permanent presidency. In this latest book, against the background of the broad sweep of the history of the European Council, he focuses especially on the sequence of crises that began around the time of his previous book the Greek debt and broader euro crises, the migration and refugee crisis, Brexit and Covid among them.
