This book shows how the relationship between security and integration in Western Europe depends upon an enduring implicit bargain between the US and its European allies. Despite internal and external pressures to develop a European security and defence identity distinct from NATO in the 1980s and 1990s, EC member states have consistently rejected supranational integration in the areas of security and defence. Despite considerable European dissatisfaction with American leadership of NATO, Europe has continued to accept that leadership even after the end of the Cold War and the signing of the Maastricht Treaty.
This study assesses the influence of German policy makers on EU policy and the impact of EU membership on foreign policy making at the national level. The book concludes that limitations remain on the Europeanization of German foreign and security policy and Germany's ability to play a leading role in military crisis management.

This book unveils the potential of utilizing EU Regional Trade Agreements (RTAs) as an instrument of promoting the rule of law to third states. In doing so, the book combines development economics, foreign policy and legal perspectives at three levels of analysis of four sectors to introduce the concept of "EU value-promoting RTAs". The book demonstrates that the EU RTAs bear considerable potential to be strategized as instruments of promoting the rule of law in third states, requiring, however, overcoming strict divides between EU political and economic cooperation, and values and acquis conditionality in its relations with third countries. This book develops a theoretical and empirical argument about the disintegration of security communities, and the subsequent breakdown of stable peace among nations, through a process of norm degeneration. It draws together two key bodies of contemporary IR literature – norms and security communities – and brings their combined insights to bear on the empirical phenomenon of disintegration. The investigation of normative change in IR is becoming increasingly popular. Most studies, however, focus on its progressive connotation. The possibility of a weakening or even disappearance of an established peaceful normative order, by contrast, tends to be often either neglected or implicitly assumed. Normative Change and Security Community Disintegration: Undoing Peace advances the contemporary body of research on the important role of norms and ideas by analytically extending recent Constructivist arguments about international norm degeneration to the regional level and by applying them to a particular type of regional order – a security community.
