Flexible Incentives for the Adoption of Environmental Technologies in Agriculture identifies and structures more flexible economic incentives for the achievement of environmental goals in agriculture. The environmental impacts of agriculture depend on both the long-run and short-run production decisions of farmers. In the long-run, technologies and quasi-fixed factors are selected and put in place through investment. In the short-run, production plans are made and implemented conditionally upon available technologies and quasi-fixed factors. An important implication is that the environmental effects of agricultural activities result from an integration of economic decisions, private good production practices and biophysical processes. Viewed from a system perspective, these processes transform a set of private and environmental inputs into a set of private good and environmental outputs. It follows from this logic that the environmental impacts or performance of agriculture result not only from the nature of available technologies, but also how those technical opportunities are exploited in response to market and public policy incentives and constraints. This paper presents results of an application of such an integrated model of biophysical and economic processes to evaluate the potential responsiveness of water quality impacts of agricultural field crop practices to changes in economic incentives.
Sustainable agricultural practices enable more efficient use of natural resources, mitigate the impact of agriculture on the environment, and strengthen capacity for adaptation to climate change and climate variability. Because these practices usually require substantial effort or resource allocation from farmers, incentives are necessary to support farmer adoption. Despite growing interest, there has been little systematic evaluation of the incentives–adoption–outcome chain—that is, which incentives best promote adoption and which lead to desired sustainability outcomes. This brief presents the results of a literature review that examined (1) uptake agricultural practices under three kinds of incentives, market and nonmarket, regulations, and cross-compliance, and (2) the impact on productivity, profitability, and environmental sustainability. Based on this review, it offers a set of seven tested principles to follow in designing and implementing incentives for sustainable agriculture.

This book contains a collection of papers on economic incentives and environmental policies which result from the authors' joint research work in the program `Environment, Science and Society', conducted under the auspices of the European Science Foundation, with whose cooperation the book has been published. The work concentrates on the scientific and methodological aspects of the development, implementation and evaluation of economic instruments at a national level. The research is both theoretical and empirical. At a theoretical level attention is given to the dynamics of instrument choice in various political and economic contexts, and to the means for evaluating economic instruments in terms of their effectiveness and efficiency. At an empirical level the research seeks to investigate the performance of economic instruments in reality and to explore options for new approaches on the interface between technology, economy and the environment. A subject index complements this first volume in the ESF `Environment, Science and Society' series.
This two-volume set collects key essays examining economic theory, methods, and issues salient to agri-environmental policy in the US and in Europe, as well as in other countries. The topics under discussion are arranged thematically and include theoretical, numerical and empirical works; all are grounded in policy and economics. The introduction to these volumes reviews the evolution of agri-environmental policies, with an important focus on the history of US policy and European agri-environmental policy. A key feature within this is the importance of the Environmental Protection Agency (EPA) in the US, particularly its move towards more 'market-based incentives' from the 1980s onwards. Within the European context, the effects of the CAP (Common Agricultural Policy) on agri-environmental programmes and schemes within the member states, are discussed. Significantly, the essays republished here have provided the knowledge base that has influenced further applied work, creating an influential impact on policy development.

Trade liberalisation affects the pattern and structure of agricultural production, with consequences for the environment. But what are these impacts? And do agri-environmental policies affect international competitiveness? This study takes an in-depth look at the pig sector in OECD countries and draws some conclusions about the most appropriate forms of policy intervention. Further trade liberalisation is likely to strengthen market trends in the pig sector. Production is expected to slow, if not contract, in OECD European and Asian countries. In these countries, government support for pig production in the form of tariffs and/or export subsidies is generally the highest, and the environmental impacts of pig production on water and air pollution are of greatest concern. This book argues that liberalising trade is therefore likely to generate some environmental benefits. Regulatory requirements are the most important type of agri-environmental measures affecting pig production, and these mainly focus on the appropriate management of manure to reduce water pollution. Using comparative analysis, this study concludes that while manure management regulations do differ among countries, the cost effect on pig producers is not significant in explaining differences in international competitiveness.€ This is the first in a series of in-depth studies being undertaken by the OECD to investigate the linkages between agriculture, trade and the environment. Other studies examining the dairy and arable crop sectors are underway.
