Charles Murray is one of America's most respected social policy analysts, whose ideas about the underclass, outlined in his classic Losing Ground, entered the mainstream of the debate about poverty. Murray's thesis, that the underclass represents not a degree of poverty but a type of poverty, characterized by deviant attitudes towards parenting, work and crime, has been explosively controversial. It has also become more difficult to resist, as the deterioration of the social fabric has become increasingly obvious.
When Germany was defeated in 1945, both the Russians and the Americans undertook mass internments in the territories they occupied. The Americans called their approach “automatic arrest.” Carl Schmitt, although not belonging in the circles subject to automatic arrest, was held in one of these camps in the years 1945–6 and then, in March 1947, in the prison of the international tribunal in Nuremberg, as witness and “possible defendant.” A formal charge was never brought against him. Schmitt’s way of coping throughout the years of isolation was to write this book. In Ex Captivitate Salus, or Deliverance from Captivity, Schmitt considers a range of issues relating to history and political theory as well as recent events, including the Nazi defeat and the newly emerging Cold War. Schmitt often urged his readers to view the book as though ​it were a series of letters personally directed to each one of them. Hence there is a decidedly personal dimension to the text, as Schmitt expresses his thoughts on his own career trajectory with some pathos, while at the same time emphasising that “this is not romantic or heroic prison literature.” This reflective work sheds new light on Schmitt’s thought and personal situation at the beginning of a period of exile from public life that only ended with his death in 1985. It will be of great value to the many students and scholars in political theory and law who continue to study and appreciate this seminal theorist of the twentieth century.

We live in a world that is increasingly difficult to understand. It is not just changing: it is metamorphosing. Change implies that some things change but other things remain the same capitalism changes, but some aspects of capitalism remain as they always were. Metamorphosis implies a much more radical transformation in which the old certainties of modern society are falling away and something quite new is emerging. To grasp this metamorphosis of the world it is necessary to explore the new beginnings, to focus on what is emerging from the old and seek to grasp future structures and norms in the turmoil of the present. Take climate change: much of the debate about climate change has focused on whether or not it is really happening, and if it is, what we can do to stop or contain it. But this emphasis on solutions blinds us to the fact that climate change is an agent of metamorphosis. It has already altered our way of being in the world the way we live in the world, think about the world and seek to act upon the world through our actions and politics. Rising sea levels are creating new landscapes of inequality drawing new world maps whose key lines are not traditional boundaries between nation-states but elevations above sea level. It is creating an entirely different way of conceptualizing the world and our chances of survival within it. The theory of metamorphosis goes beyond theory of world risk society: it is not about the negative side effects of goods but the positive side effects of bads. They produce normative horizons of common goods and propel us beyond the national frame towards a cosmopolitan outlook.
It has long been suggested that poverty was responsible for a criminal underclass emerging in Britain during the nineteenth century. Until quite recently, historians did little to challenge this perception. Using innovative quantitative and qualitative data analysis techniques, this book looks in detail at some of the causal factors that motivated the poorer classes to commit crime, or act in ways that transgressed acceptable standards of behaviour. It demonstrates how the strategies that these individuals employed varied between urban and rural environments, and shows how the poor railed against legislative reforms that threatened the solvency of their households. In the process, this book provides the first solid appreciation of the complex relationship between crime and poverty in two distinct socio-economic regions between 1830 and 1885.
