This is a descriptive and analytical study of the twelve adolescents who have participated in the Independent Living Subsidy Program (ILSP) in the Model Cities area of Portland. It is an assessment of the program's impact on the adolescents in working toward the goals of independence and self-sufficiency. The concept of a program which would subsidize out-of-home care for certain adolescents in living facilities of their own, with a measure of independence, was conceived by a caseworker at the Children's Services Division (CSD) and an administrator of a children's residential care facility.
