Honduras: A Territorial Approach to Development presents an innovative approach to address the development challenges of the country. The document first describes the main challenges to inclusive development in Honduras identified by IDB technical staff, which results in a proposal for a Spatial Economic Strategy (SES) developed with the company GeoAdaptive LLC. The Strategy extends across and connects the entire territory, taking advantage of sectoral synergies for enhancing productivity and breaking the established inequality and poverty cycles. This innovative approach seeks to break away from the traditional sector-approach and proposes comprehensive interventions that would enable key stakeholders to maximize synergies and the impact of their actions.
This compilation first details the ways the Plan for the Alliance for Prosperity in Honduras sought to generate sources of employment, develop human capital, improve citizen security and access to justice, and strengthen institutions. The authors go on to explore the transformation of the Honduran agricultural sector in the context of the modernization process of the past four decades.A framework for discussion on agricultural value chains, competitiveness, sustainable landscape and markets is proposed in closing.
Due to the global pandemic generated by the COVID-19 the government of Honduras declared “state of emergency” in Feburay (“Estado de Emergencia en el Territorio Nacional a través del Decreto Ejecutivo Número PCM- 005-2020, 10 de febrero 2020). The country suffered the first confirmed COVID-19 case on March 12th, 2020. The first death was registered on March 26th. This short note covers the following topics until the time of this report. First, it shows the evolution of the pandemic, using different indicators. Second, it summarizes the main policy responses and costs and financing implied. Third, it shows some actual impacts with available data. Fourth, the modeling framework for the simulations is briefly presented. Fifth, it simulates different scenarios for the evolution of the Honduras’ economy until year 2022. A final section discusses some preliminary policy considerations. Subsequent reports will update the information of this document and sharpen de policy conclusions.
