It was only after the end of World War II that most of the South East Asian countries gained their independence from western colonial rulers. After centuries under foreign dominion, these countries have to go through difficult processes of transformation to protect their new found sovereignty and territorial integrity especially against the threat of communism during the Cold War. More significantly, the peoples of the new independent states found greater incentives and opportunities to identify themselves with ethnic groups along common decent, shared experiences and cultural factors. This social dynamics led to the emergence of tensions and conflicts not only between ethnic groups and the state, but also between ethnic groups and other groups of society. The causes of such conflicts are complex and varied, such as discrimination, repression, political disenfranchisement and the like.
This paper looks at the Aceh conflict since 1976 and more specifically the insurgent Free Aceh Movement??GAM. It aims to provide a detailed ideological and organizational ?map? of this organization in order to increase the understanding of its history, motivations, and organizational dynamics. Consequently this paper analyzes GAM?s ideology, aims, internal structure, recruitment, financing, weapons procurement, and its military capacity. The focus of this study is on the recent past, as the fall of Suharto not only allowed the Indonesia government to explore avenues other than force to resolve the Aceh conflict, but also provided GAM with the opportunity to make some changes to its strategy and to transform itself into a genuinely popular movement. It will be argued here that the key to understanding GAM in the post-Suharto era and the movement?s decisions, maneuvers and statements during the three years of intermittent dialogue can be found in the exiled leadership?s strategy of internationalization. This strategy shows that for GAM the negotiations, above all, were not a way to find common ground with Jakarta but a means to compel the international community to pressure the Indonesian government into ceding independence.This is the second publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
Indonesia, the world's fourth most populous country, is undergoing a profound transformation that could lead to a variety of outcomes, from the consolidation of democracy to return to authoritarianism or military rule, to radical Islamic rule, or to violent disintegration. The stakes are high, for Indonesia is the key to Southeast Asian security. The authors examine the trends and dynamics that are driving Indonesia's transformation, outline possible strategic futures and their implications for regional stability, and identify options the United States might pursue in the critical challenge of influencing Indonesia's future course. Steps the United States might take now include support for Indonesia's stability and territorial integrity, reestablishment of Indonesian-U.S. military cooperation and interaction, aid in rebuilding a constructive Indonesian role in regional security, and support for development of a regional crisis reaction force. A continued strong U.S. presence in the Asia-Pacific region will reinforce the U.S. role as regional balancer.

Since the publication of the 2005 Human Security Report, scholars and policy-makers have debated the causes, interpretation and implications of what the report described as a global decline in armed conflict since the end of the Cold War. Focusing on the Asia-Pacific region, this book analyses the causes and patterns of this decline. In few regions has the apparent decline in conflict been as dramatic as in the Asia-Pacific, with annual recorded battle deaths falling in the range of 50 to 75 percent between 1994 and 2004. Drawing on a wide range of case studies, this book looks at internal conflicts based on the mobilization of ethnic and nationalist grievances, which have been the most costly in human lives over the last decade. The book identifies structures, norms, practices and techniques that have either fuelled or moderated conflicts. As such, it is an essential read for students and scholars of international relations, peace and conflict studies and Asian studies.
This book explains the exceptional nature of the East Timor intervention of 1999, and deals with the background to the trusteeship role of the UN in building the new polity. All of these developments had an important impact on regional order, not least testing the ASEAN norm of 'non-interference'. Australian complicity in the Indonesian occupation of East Timor was a major factor in the persistence of Indonesian rule in the territory which was maintained for twenty-five years despite international censure and which required an unremitting campaign against the independence movement. This work reviews the reasons for that history of complicity, and explains the extraordinary change of policy that led ultimately to the occupation of the territory by the Australian-led INTERFET coalition.
He points out that many of institutions credited with the "miracle" performance of East Asian economies cannot withstand close scrutiny. Their short-term virtue can be shown to be long-term vice, irreparably harming the region's prospects for sustainable economic and social progress. The coming period should neither be considered the end of an "American century" nor the beginning of an "Asian century". Instead, it should be constructively regarded as the dawn of a "global millennium", in which an increasingly internationalized economy will raise the living standards of even greater numbers of people.

This study analyzes the ongoing conflicts in southern Thailand and southern Philippines between indigenous Muslim minorities and their respective central governments. In particular, it investigates and interrogates the ideological context and content of conflicts in southern Thailand and southern Philippines insofar as they pertain to Islam and radicalism in order to assess the extent to which these conflicts have taken on a greater religious character and the implications this might have on our understanding of them. In the main, the monograph argues that while conflicts in southern Thailand and southern Philippines have taken on religious hues as a consequence of both local and external factors, on present evidence they share little with broader radical global Islamist and Jihadist ideologies and movements, and their contents and contexts remain primarily political, reflected in the key objective of some measure of self-determination, and local, in terms of the territorial and ideational boundaries of activism and agitation. Furthermore, though both conflicts appear on the surface to be driven by similar dynamics and mirror each other, they are different in several fundamental ways.
In recent years, influential studies have shown that the activities of human rights organizations are central in convincing violating governments to improve their practices. Yet some governments continue to get away with human rights violations despite mobilizations against them. In Human Rights and State Security: Indonesia and the Philippines, Anja Jetschke considers the impact of transnational human rights advocacy on the process of human rights reform and democratization in two countries that have been successful in resisting international human rights pressure. Jetschke details the effects of campaigns waged by international and domestic NGOs, foreign governments, local opposition leaders, and international organizations. She argues that the literature on transnational advocacy overlooks the ability of governments to justify and excuse human rights violations in their public dialogue with human rights organizations. Describing efforts of international and domestic human rights advocates to protect the rights of various groups, the case studies in this book suggest that governments successfully block or evade pressures if they invoke threats to state security. Jetschke finds that state security puts into play a set of powerful international norms related to sovereignty—a state's right to territorial integrity, the secular organization of the state, or a government's lack of control over the means of organized violence. If governments frame persuasive arguments around these norms, they can effectively mobilize competing domestic and international groups and trump human rights advocacy. Human Rights and State Security shows that the content and arguments on behalf of human rights matter and provide opportunities for both governments and civil society organizations to advance their agendas.
