This collection offers insights of the international humanitarian system, considering what constitutes humanitarianism in Asia-Pacific, and how it shapes policy and practice in the region and globally. It adds to the conversation on reforming the global humanitarian system by providing the space to share perspectives on humanitarian action from our place in the world. The authors answer these questions by focusing on a range of issues from national to sectoral perspectives to relations between ‘traditional’ and ‘emerging’ players, concluding that the dynamics of the humanitarian system from the perspectives of the Asia-Pacific are rooted in their localized experiences and built outwards. The first significant trend is that understandings of humanitarianism in the Asia-Pacific are primarily shaped by the experience of disasters at home. Second, national governments play a dominant role in humanitarian affairs in the region. Finally, the humanitarian landscape in the Asia-Pacific constitutes a diverse yet under-appreciated set of actors. This book is based on the RSIS Conference on Asia and the Humanitarian World held in 2019 in Singapore. It is relevant to students, scholars, practitioners and policymakers with an interest in humanitarian assistance, disaster management, strategic studies and international relations in Asia-Pacific.

This book considers the challenges of building disaster resilience in South Asia – a region that frequently experiences some of the most severe and devastating impacts of disasters. Despite significant work to assist affected communities, many smaller South Asian countries remain particularly vulnerable in terms of fostering disaster resilience. Drawing on examples from Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka, the book offers rich insights and narratives on disaster resilience policy and practice. It considers the possibilities for advancing community resilience and capacity building through an exploration of different aspects of governance and policy. This report provides the latest evidence on the scale and impacts of disaster displacement in Asia and the Pacific and outlines durable solutions for prevention, response, and recovery. Globally, Asia and the Pacific is the region most affected by disaster displacement. Each year, the lives of millions of people are disrupted by disasters and the scale of displacement is increasing. This report—jointly produced by ADB and the Internal Displacement Monitoring Center—aims to inform policy measures and practical actions to prevent, reduce, and better manage displacement risks. Among the solutions identified are opportunities to bolster community resilience and the explicit inclusion of displacement in urban planning, risk governance, and social protection.
This book presents the first-ever comprehensive analysis of ASEAN space development programs. Written by prominent actors in the region, it goes beyond a mere exposé of the history, current status and future plans of ASEAN space technology development and utilization programs, by analyzing the conditions in which a space program can be initiated in the region. It does so in two ways: on the one hand, it questions the relevance of and motivations behind the inception of space development programs in developing countries, and on the other hand, it focuses on the very specific context of ASEAN (a highly disaster-prone area shaped by unique political alliances with a distinctive geopolitical ecosystem and enormous economic potential, etc.). Last but not least, after having analyzed established and emerging space programs in the region, it provides concrete recommendations for any regional or extra-regional developing nation eager to gain a foothold in space. This book examines how states in eight countries across Asia and the Pacific address internal displacement in the context of disasters and climate change. The Asia and the Pacific region accounts for the majority of global disaster-related displacement, but the experience of the millions of individuals displaced differs according to gender, age, ethnicity, (dis)ability, caste, and so forth and is dependent on the legal, administrative, social, and economic structures and processes in place to support them. This book adopts a human rights-based approach, investigating the role of law and policy in preventing displacement, protecting people who are displaced, and engendering durable solutions across cases drawn from Thailand, Cambodia, Indonesia, the Philippines, Nepal, Bangladesh, Vanuatu, and the Solomon Islands. The specific cases in the book also reflect critically on the term ‘displacement’ and the wider normative framework within which this phenomenon is conceptualised and addressed. The book will be of interest to students, researchers, and practitioners working at the intersection of human rights, human mobility, development, disaster risk reduction and management, and climate change adaptation.
This book presents a collection of papers under the theme of multi-hazard early warning and disaster risks. These were selected from the presentations made at the International Symposium on Tsunami and Multi-Hazard Risks, Early Warning and Community Awareness in supporting implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. This conference aimed to recognize achievements and to highlight work that still needs to be carried out. The conference promoted collaboration among academia, research institutions and disaster management offices, and further encouraged multidisciplinary and multi-sectoral interaction This International Symposium on Multi-Hazard Early Warning and Disaster Risk Reduction provided an important opportunity to reflect upon our progress to date in tackling disaster risk, but also to consider some of the challenges and opportunities that lay ahead of us. A particular focus of this event wasMulti-Hazard Early Warning. During the negotiations for the Sendai Framework, countries and partners highlighted the need to: 1. Continue to invest in, develop, maintain and strengthen people-centred, end-to-end early warning systems; 2. Promote the application of simple and low cost early warning equipment and facilities; 3. Broaden the dissemination channels for early warning information to facilitate early action. Countries also called for the further development of and investment in effective, nationally compatible, regional multi-hazard early warning mechanisms. To address these needs, global Target (g) of the Sendai Framework was adopted, namely to “substantially increase the availability of and access to multi-hazard early warning systems and disaster risk information and assessments to the people by 2030”. As illustrated by recent events in Indonesia, it is also vital to address the challenge of cascading hazards that pose a tsunami risk, and the importance of linking tsunami early warning to a multi-hazard environment. However, moving towards a multi-hazard environment is complex and poses many challenges but can bring significant benefits in terms of efficiencies and also in recognising the links between hazards, such as cascading threats. We very much hope that this book will provide an important platform to address these and other challenges in addressing disaster risk, as well as supporting implementation of the Sendai Framework for Disaster Risk Reduction
This report examines the state of resilience of the region vis-à-vis the Sustainable Development Goals and targets relating to disaster risk reduction. It highlights tools and approaches for resilience-building focusing on those that could possibly offer transformative shifts to achieve those goals and targets. It points to a way forward for the region, including specific action that could be prioritized to support efforts by countries to achieve resilience to disasters and the whole 2030 Agenda.
This note provides operational guidance for the use of the Sovereign Risk and Debt Sustainability Framework (SRDSF), which replaces the Debt Sustainability Framework for Market Access Countries. The SRDSF introduces improvements in organization, methodology, transparency, and communication when analyzing public debt issues in countries that mainly finance themselves with market-based debt. After its phased adoption beginning [June 2022], it will become the Fund’s principal tool for assessing public debt sustainability.
