Mediation has become a common technique for terminating violent conflicts both within and between states; while mediation has a strong record in reducing hostilities, it is not without its own problems. In The Mediation Dilemma, Kyle Beardsley highlights its long-term limitations. The result of this oft-superficial approach to peacemaking, immediate and reassuring as it may be, is often a fragile peace. With the intervention of a third-party mediator, warring parties may formally agree to concessions that are insupportable in the long term and soon enough find themselves at odds again. Beardsley examines his argument empirically using two data sets and traces it through several historical cases: Henry Kissinger's and Jimmy Carter's initiatives in the Middle East, 1973–1979; Theodore Roosevelt's 1905 mediation in the Russo-Japanese War; and Carter’s attempt to mediate in the 1994 North Korean nuclear crisis. He also draws upon the lessons of the 1993 Arusha Accords, the 1993 Oslo Accords, Haiti in 1994, the 2002 Ceasefire Agreement in Sri Lanka, and the 2005 Memorandum of Understanding in Aceh. Beardsley concludes that a reliance on mediation risks a greater chance of conflict relapse in the future, whereas the rejection of mediation risks ongoing bloodshed as war continues. The trade-off between mediation’s short-term and long-term effects is stark when the third-party mediator adopts heavy-handed forms of leverage, and, Beardsley finds, multiple mediators and intergovernmental organizations also do relatively poorly in securing long-term peace. He finds that mediation has the greatest opportunity to foster both short-term and long-term peace when a single third party mediates among belligerents that can afford to wait for a self-enforcing arrangement to be reached.
This book offers fresh insights on the `justice versus peace' dilemma, examining the challenges and prospects for promoting both peace and accountability, specifically in African countries affected by conflict or political violence. Peace versus Justice? draws on the expertise of many insider analysts, individuals who are not only authorities on transitional accountability processes, but who have participated in them, whether as legal practitioners or commissioners. This volume examines the wide array of experiences with transitional justice both within and outside states on the continent, spanning a range of countries including South Africa, Nigeria, Ghana, Liberia, Sierra Leone, Rwanda, Mozambique, Sudan, Uganda, Democratic Republic of Congo, and the Central African Republic. While the primary focus is on processes in Africa, many of the contributors also draw on lessons from earlier processes elsewhere in the world, particularly Latin America. The chapters in this volume consider a wide range of approaches to accountability and peacebuilding. These include not only domestic courts and tribunals, hybrid tribunals, or the International Criminal Court, but also truth commissions and informal or non-state justice and conflict resolution processes. Taken together, they demonstrate the wealth of experiences and experimention in transitional justice processes on the continent.
On September 27, 2007, Quinnipiac University and the Albert Schweitzer Institute hosted former US President Jimmy Carter and several internationally-known experts at a forum to discuss nuclear disarmament. This book includes papers and transcripts of talks delivered at that conference. It contains the transcript of President Carter’s keynote address, in which he discusses his experiences in the White House when he and Soviet premier Leonid Brezhnev tangled over the size of their respective nuclear arsenals. Carter relates, “I knew the entire time I was president, that 26 minutes after we detected the launching of an intercontinental ballistic missile, that that missile would strike Washington DC or New York or any other target that the Soviets had chosen.” This imminent nuclear threat, Carter notes, strengthened his commitment to peace after he left the White House; the very first conference he scheduled at the Carter Center in Atlanta was on nuclear disarmament. Other papers include talks by Jonathan Granoff, President of the Global Security Institute, who discusses the collective denial that the world seems to have toward nuclear weapons; Ira Helfand, who describes the physical, medical and biological impacts of a massive nuclear explosion should such a disaster occur in or near an urban center; Hirotami Yamada offers a heart-wrenching account of how, as a boy, he survived the atomic bomb blast in his hometown of Nagasaki in August 1945 while the rest of his family perished; Dr. Neil Araya, of the Nobel Peace Prize-winning International Physicians for the Prevention of Nuclear War, discusses the connection between public health and nuclear weapons. Other papers consider historical, philosophical, linguistic and educational issues related to nuclear weapons and the ongoing struggle for peace.
Each phase of Arab-Israeli peacemaking has been inordinately difficult in its own right, and every critical juncture and decision point in the long process has been shaped by U.S. politics and the U.S. leaders of the moment. The Peace Puzzle tracks the American determination to articulate policy, develop strategy and tactics, and see through negotiations to agreements on an issue that has been of singular importance to U.S. interests for more than forty years. In 2006, the authors of The Peace Puzzle formed the Study Group on Arab-Israeli Peacemaking, a project supported by the United States Institute of Peace, to develop a set of "best practices" for American diplomacy. The Study Group conducted in-depth interviews with more than 120 policymakers, diplomats, academics, and civil society figures and developed performance assessments of the various U.S. administrations of the post–Cold War period. This book, an objective account of the role of the United States in attempting to achieve a lasting Arab–Israeli peace, is informed by the authors’ access to key individuals and official archives.

The deployment of a large number of soldiers, police officers and civilian personnel inevitably has various effects on the host society and economy, not all of which are in keeping with the peacekeeping mandate and intent or are easily discernible prior to the intervention. This book is one of the first attempts to improve our understanding of unintended consequences of peacekeeping operations, by bringing together field experiences and academic analysis. The aim of the book is not to discredit peace operations but rather to improve the way in which such operations are planned and managed.
This book seeks to refine our understanding of transitional justice and peacebuilding, and long-term security and reintegration challenges after violent conflicts. As recent events following political change during the so-called 'Arab Spring' demonstrate, demands for accountability often follow or attend conflict and political transition. While traditionally much literature and many practitioners highlighted tensions between peacebuilding and justice, recent research and practice demonstrates a turn away from the supposed 'peace vs justice' dilemma. This volume examines the complex relationship between peacebuilding and transitional justice through the lenses of the increased emphasis on victim-centred approaches to justice and the widespread practices of disarmament, demobilization, and reintegration (DDR) of excombatants. While recent volumes have sought to address either DDR or victim-centred approaches to justice, none has sought to make connections between the two, much less to place them in the larger context of the increasing linkages between transitional justice and peacebuilding. This book will be of great interest to students of transitional justice, peacebuilding, human rights, war and conflict studies, security studies and IR.
