The Government should re-instate its programme of General Budget Support for Malawi, according to MPs on the International Development Committee. The Department for International Development (DFID) suspended General Budget Support to Malawi - the provision of funds directly to the Malawian exchequer - in July 2011, preferring to provide its aid by other means. This decision was taken in response to the policies of the then President of Malawi, Bingu wa Mutharika. His policies had created an economic and political crisis, whilst his authoritarian tendencies were becoming ever more apparent: the UK's High Commissioner had been expelled from Malawi for criticising Mutharika. However, following the death of President Mutharika in April this year, his successor - President Joyce Banda - has begun to reverse many of his policies. The currency has been devalued, whilst the new Government has indicated its intention to repeal many of its predecessor's authoritarian measures. Subject to the continued progress of reforms, general budget support is likely to be the most efficient way of providing aid to Malawi.
This open access book introduces the theoretical frameworks and academic debates concerning sexual cultural practices and HIV/AIDS in Africa. It shows how these frameworks have been applied in a practical sense in Africa to investigate sexual cultural practices and their link with HIV/AIDS. This Economic development Document presents an overview of Malawi’s Development Plan. Disappointing results with respect to implementation of Malawi Growth and Development Strategy II have triggered a qualified rethink in Malawi’s development planning process. There is a growing recognition that Malawi needs a more realistic development plan, in terms of both the underlying assumptions and resource availability, as well as with fewer priorities and a greater emphasis on implementation. Climate change has also become a major new factor in this process. The recent formation of a quasi-independent National Development and Planning Commission is expected to help in improving the independence of the planning process in Malawi.
Many developing countries have introduced policies to tackle ill-gotten money over the past years. Perception remains that such moves were more a result of international pressure being exercised than genuine ownership of such an agenda. There is not enough analysis and literature of how an anti-financial crime framework does (or does not) contribute to the development path of developing countries or how best to use these tools in a developing country environment. This study was aimed at initially exploring the effects of ill-gotten money or proceeds of crime and anti-money laundering policies on economic development. The study focused on two developing countries: Malawi, (a low-income country) and Namibia (an upper-middle-income country). The starting point of this analysis is that anti-money laundering is essentially a tool to address criminal activities and that, as a result, understanding criminal activities and how proceeds of crime impact development. The purpose of this study was: (i) to provide an initial answer to the question if and how measures to address proceeds of crime contributes to economic development; and (ii) to develop a framework that enable governments in developing countries to analyze the main sources of ill-gotten money and its effects on the economy.
Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.
