Against the backdrop of the global financial crisis and rising food, fuel, and commodity prices, addressing poverty and inequality in the Philippines remains a challenge. The proportion of households living below the official poverty line has declined slowly and unevenly in the past four decades, and poverty reduction has been much slower than in neighboring countries such as the People's Republic of China, Indonesia, Thailand, and Viet Nam. Economic growth has gone through boom and bust cycles, and recent episodes of moderate economic expansion have had limited impact on the poor. Great inequality across income brackets, regions, and sectors, as well as unmanaged population growth, are considered some of the key factors constraining poverty reduction efforts. This publication analyzes the causes of poverty and recommends ways to accelerate poverty reduction and achieve more inclusive growth. it also provides an overview of current government responses, strategies, and achievements in the fight against poverty and identifies and prioritizes future needs and interventions. The analysis is based on current literature and the latest available data, including the 2006 Family Income and Expenditure Survey.

The contributors to this volume examine the actual workings and on-the-ground effects of contemporary political economic shifts in the Global South, and implications for reconfiguring social networks, conceptions and practices of governance, and burgeoning social movements. How do various groups in the Global South respond to and manage chronic states of insecurity and precarity concomitant with contemporary globalization processes? While drawing on diverse ethnographic viewpoints in the Philippines, the authors analyze the impact of these processes through the conceptual framework of "emergent sociality," a purported connectedness among individuals fostered through interactions, copresence, and conviviality within a community over a long duration. In so doing, the case studies in this volume suggest, illuminate, and debate insecurities that may be commonly shared among populations in the Philippines and throughout the Global South. This anthology will be of great interest to students and scholars of cultural anthropology, globalization and Philippines society.
Why do some small, developing countries industrialize and others don’t? What factors account for different economic performance among states that are vulnerable to external shocks, crony capitalism, and political instability? This book argues that the answer lies in the structuring of state power, specifically the way different sets of governing elites – political leaders and economic technocrats – are embedded in political organisations and state institutions, and the way these elites relate to each other in the economic development policy process. Conducting a comparative historical analysis of Thailand and the Philippines, the book argues that the institutional settings of governing elites influence economic outcomes. In Thailand, political power traditionally connects to state institutions in ways that has limited the impact of political turnovers and global downturns - conducive to long-term industrial activities. In contrast, Philippine state power derives from family networks that merge social and political power, suited to fast-moving, short-term commercial interests. In focusing on this political and institutional story, the author analyses the current development dilemmas of countries, weighed down by historical legacies of unstable regimes, dependency, and social conflict, and how they are likely to develop in the future.
Excise taxes on tobacco and alcohol products can be an effective instrument for promoting public health through the curbing of smoking and excessive drinking, while raising significant financing for development priorities. Designed and implement well, excise taxes represent a win-win for public health and finances. While the public policy rationale for excise reforms is strong in both developed and developing countries, realizing reforms in practice often faces significant opposition by the industry and vested interests. Low level, complex and poorly designed excise tax regimes persist. Getting the technical details right, and effectively managing the political economy of reforms, are vital to securing better excise tax outcomes. The Philippines passed in 2012, implemented, and has been results monitoring a successful tobacco and alcohol tax, dubbed Sin Tax. The reform not only greatly increased, simplified and improved the excise tax reform, but also earmarked the significant part of the large ensuring incremental revenues to helping finance Universal Health Care (UHC) for the bottom forty percent of the population. Sin Tax Reform in the Philippines summarizes both the technical and political economy aspects of tobacco and excise tax reforms. The study analyzes issues of rate structure and levels, implementation phasing, and equity impact analysis. In Migrant Returns Eric J. Pido examines the complicated relationship among the Philippine economy, Manila’s urban development, and balikbayans—Filipino migrants visiting or returning to their homeland—to reconceptualize migration as a process of connectivity. Focusing on the experiences of balikbayans returning to Manila from California, Pido shows how Philippine economic and labor policies have created an economy reliant upon property speculation, financial remittances, and the affective labor of Filipinos living abroad. As the initial generation of post-1965 Filipino migrants begin to age, they are encouraged to retire in their homeland through various state-sponsored incentives. Yet, once they arrive, balikbayans often find themselves in the paradoxical position of being neither foreign nor local. They must reconcile their memories of their Filipino upbringing with American conceptions of security, sociality, modernity, and class as their homecoming comes into collision with the Philippines’ deep economic and social inequality. Tracing the complexity of balikbayan migration, Pido shows that rather than being a unidirectional event marking the end of a journey, migration is a multidirectional and continuous process that results in ambivalence, anxiety, relief, and difficulty.
While the Philippines has achieved remarkable progress in raising the education level of its labor force, the standard proxy for educational attainment years of formal schooling is increasingly inadequate as a measure of workforce skills. About one-third of employers report being unable to fill vacancies due to lack of applicants with the requisite skills. Most of these missing skills ? are socioemotional skills also known as non-cognitive skills, soft skills or behavioral skills. Emerging international evidence suggests that socioemotional skills are increasingly crucial to the types of jobs being created by the global economy. The following study presents new evidence from employer and household surveys on the role of socioemotional skills in the Philippine labor market. The analysis reveals that: Two-thirds of employers report difficulty in finding workers with adequate work ethics or appropriate interpersonal and communications skills. Firm-based training increasingly focuses on socioemotional skills. The more educated and employed workers tend to score higher on measures of grit, decision-making, agreeableness, and extroversion. Socioemotional skills are associated with an increase in average daily earnings, in particular for women, young workers, less-educated workers, and those employed in the service sector. Higher levels of socioemotional skills are also correlated with a greater probability of being employed, having completed secondary education, and pursuing tertiary education. Studies suggest that primary school is the optimal age for shaping socioemotional skills, but the Philippines elementary education curriculum devotes limited resources to their development. Schools continue to be judged solely by students performance in cognitive achievement tests, but not on soft-skills competencies, and teachers are not appropriately trained to foster the development of them. Finally, interventions targeting workers entering the labor force can also effectively bolster their socioemotional skills, complementing effects to improve labor-market information and vocational counseling.
